General Overall

The Senior Director of Operations is an integral member of the Field Leaders team, responsible for collaborating with internal and external stakeholders; responding to regulatory changes; designing and implementing system improvements; creating a positive work culture and environment; and, delivering effective and efficient supports and services for individuals. The Senior Director of Operations oversees and manages a significant budget ($20M - $30M) and a large service delivery network (22-36 programs) throughout the state, comprised of programs supporting individuals with acquired brain injuries, developmental disabilities, and behavioral health diagnosis.

Essential Functions

Training & Supervision

  • Provides direct supervision to two or three Directors of Operations, each overseeing twelve (12) residential programs or BAMSI's day service network.
  • Works with Human Resources to assure legal, fair, and culturally-sensitive hiring and employment practices are followed throughout the service network, including : progressive discipline process, performance improvement plans, succession / development plans, transfers and promotions.
  • Collaborates with Learning and Development to design and deliver comprehensive and contemporary training initiatives for direct care and supervisors, adhering to regulatory requirements and attending to identified skill gaps.
  • In conjunction with Department leaders throughout BAMSI, participates in the development of agency and division policies, procedures and protocols, and assure information is disseminated and understood throughout the service network.
  • Provides weekly on-site guidance to direct care and leaders to ensure protocols, systems, policies, and practices are implemented as intended; provides coaching to supervisors to ensure they are fostering a healthy and safe work environment for employees, and a home / day environment which is meaningful to persons served.
  • Coaches front and mid-level supervisors on creating a happy, healthy, diverse, and productive teams. Ensures supervisors acquire and demonstrate valuable leadership skills including conflict resolution, providing timely and helpful feedback, building team morale, and clear communication.

Program Oversight & Administration

  • In collaboration with Directors, Assistant Directors / Regional Coordinators, and Program Managers / Directors, develops budgets for staffing, retention / appreciation strategies, supplies, and other essentials. Develops, oversees and monitors contracts, budgets and overall fiscal performance of programs to assure sound business practices and efficient utilization of agency resources.
  • Monitors overtime. Ensure staffing patterns are aligned with regulations and contracts. Identifies strategies to reduce staffing (agency use, overtime, etc.) expenses.
  • In collaboration with Vice Presidents, Staffing Department and Talent Acquisition Team, audits timecard actuals and approves for payroll.

  • Participates in Trade Associations (examples : Providers Council, Association for Developmental Disabilities Providers-ADDP, & Association for Behavioral Healthcare-ABH) and Coalitions (example : Day Hab Coalition) meetings and workgroups to learn regulatory updates, share industry best practices, and create a strong network of provider advocates.
  • Works with BAMSI and provider agency leaders to analyze rate and regulation proposals, advocate for improvements, and implement changes.
  • Partners with Directors of Operations, and develops monthly updates, by funder. Disseminates in advance of funder meetings.
  • Interfaces with community and agency affiliates, local representatives and officials, to promote a positive image of BAMSI throughout communities and the Commonwealth.

  • Champions division-wide initiatives including Pathways to Friendship, Social and Sexuality Education, and Social Role Valorization (SRV) throughout the service delivery network to ensure everyone supported by BAMSI has community connections and valued friendships. Creates and monitors SMART goals to measure success.
  • Work with internal and external clinicians to develop Positive Behavior Support (PBS) profiles and plans, to create a thoughtful, supportive, person-centered approach in all environments.

  • Collaborates with Information Technology (IT) to ensure the electronic health care record continues to meet program compliance and regulation needs. Participate in internal and external stakeholder meetings to influence system improvements.
  • Partners with the Quality Department to improve program review processes and department partnerships. Collaborates with nursing and other division leaders to conduct off-cycle program reviews as appropriate.
  • Ensures compliance with BAMSI policies and procedures, funder regulations, and accreditation standards. Ensure field expectations are uniformly achieved, including manager dashboards, Community Connectors, trainings, and regulatory timelines.
  • Maintain expertise on MassHealth, Massachusetts Rehabilitation Commission, and Department of Developmental Services' regulations; CARF expectations; and, BAMSI policy. Monitor compliance with all applicable laws and regulations governing the provision of Day Habilitation, Employment services, and Community-Based Day Supports.
  • Ensures HCSIS and MassHealth reporting and ISP timelines are followed.
  • Ensures oversight of vehicle and physical plant maintenance; collaborate with BAMSI Facilities Department and landlords as appropriate.
  • Liaison for all residential referrals and discharges. Complete initial vetting process, and share with colleagues and interdisciplinary team for review and intake. Provide feedback to referring regional funder on a regular basis.
  • Partners with funders and the Quality Department to ensure DPPCs, HCSIS incidents, CTR and action plans are authored and completed in a timely fashion.
  • Understands the 'pulse' of the field. Identifies trends for both strengths and system improvement needs. Works with internal and external partners to create system improvements with the goal of improving the quality of services for individuals and employees' job satisfaction and engagement.
  • Direct Care Responsibilities

  • Provide emergency back-up to program staff as needed. Assist members served with Activities of Daily Living sand personal care tasks, which include, but are not limited to : toileting, grooming, personal hygiene, assisting with mobility, repositioning, dressing and range of motion exercises.
  • Qualifications

  • A master's degree in a health-related field preferred, with at least seven years of relevant health care experience, of which at least five of those years must have been spent in a supervisory role. In lieu of a master's degree : a bachelor's degree, with ten years of relevant health care experience, with five of those years serving in a supervisory role.
  • Excellent time management, communication (written and verbal) and organizational skills.
  • Good computer skills, including ability to use an electronic healthcare record, email,, Microsoft Office and Teams.
  • Valid driver's license in state of residence
  • Ability to speak and write English clearly and accurately. Ability to lift, transfer, push / pull, maneuver and reposition 25 pounds on a regular basis and occasionally up to 60 pounds depending on program.
  • Ability to reach, bend, stand, sit and walk; perform fine motor activities.
  • Ability to work effectively in a moderate to occasionally loud work environment.
