POSITION SUMMARY:
Employee is responsible for the counseling and providing social services programs for residents of the Housing Authority. Employee responds to request for assistance as well as speaks with the residents to identify areas of need such as recreation, education, employment, compliance with health and safety standards and personal and family counseling. Duties also include performing clerical and secretarial work, assisting other housing staff with occupancy duties when requested. Intake and processing of Housing Authority Applications for preliminary assessments of eligibility and sending out correspondence of acceptance or denial of application.
ESSENTIAL FUNCTIONS:

The responsibilities and essential duties typically performed by positions allocated to this classification of a frequent and recurring basis include;
1. Visits homes of residents to identify and discuss individual family needs and to improve resident-management relationships; answer specific request for assistance involving social services; assists individuals and families in; counseling of family members with social and personal problems, budgeting day care, tutoring and encouraging students to pursue education and compliance with sanitation requirements.
2. Maintains liaison with local service delivery agencies; refers residents to appropriate agency or government; checks to ensure service need has been met.
3. Organizes clubs and assists with other resident activities; assists in developing and conducting training programs for young adults, teenagers and elderly; works to involve children and youth in clean-up and fix-up activities in the neighborhoods; develops and carries out special events and programs.
4. Works with Resident organizations to improve participation, plans meetings, and programs, prints and distributes notices, and conducts workshops for residents.
5. Maintains files, completes paperwork, reports and attends to other administrative duties including departmental meetings and serving on agency committees as approve by the Executive Director.
6. Responsible for collecting of information, typing and lay-out for the Authority newsletter each month. Assist Executive Director in putting together the end of year Annual Report.
7. Interview applicants and ensures completion of all preliminary assessments of eligibility and follows up with correspondence to the applicant if approved or denied.
8. Makes annual inspections with resident to verify condition of unit and generates work orders for maintenance on any findings. Process tenant request for work orders on a daily basis.
9. First line of communication for incoming calls to assist with applicant questions, work order request, or to transfer calls to Housing Managers or Executive Director.
QUALIFICATIONS AND COMPETENCIES:
The qualifications and competencies required to perform the duties and responsibilities of this classification are:
1. Considerable Knowledge of case work skills and interviewing techniques.
2. Considerable Knowledge of the psychology and techniques of dealing with elderly, troubled, or disadvantaged persons.
3. Knowledge of functions, personnel, and physical organization of city and county departments and applicable community, state and federal resource agencies and eligibility requirements for assistance.
4. Skill in interviewing persons, with due regard for human rights and dignity and persistence in identifying problems and seeking solutions.
5. Ability to listen empathetically to residents, to analyze and establish priorities for needs and problems and to deliver or refer proper assistance.
6. Ability to speak distinctly and with a pleasant voice and to express oneself with confidence, patience and concern.
7. Ability to interpret and make independent decisions based on policy guidelines established by the Housing Authority and Department of Housing and Urban Development.
8. Ability and willingness to comprehend diverse ethnic or cultural points of view without personal bias in a problem solving situation.
9. Ability to work harmoniously with other employees and with counterparts in public and private service delivery agencies and in city, county and state governments.
10. Ability to absorb and utilize new information and techniques.
11. Ability to maintain moderately complex records and to write clear and concise records and reports.
12. Ability to type accurately and to compose effective and accurate correspondence.
13. Ability to work independently on responsible tasks.
MINIMUM EDUCATION TRAINING AND/OR EXPERIENCE:
Graduation from an accredited college or university with major course work in psychology, social work, education or related fields preferred. Experience in responsible public contact preferably in one of the previously listed fields, or an equivalent combination of education and experience.
