The ctcLink Business Analyst and Security Coordinator position provides a functional, technical and business analysis and security support role for the implementation and on-going support of the ctcLink (PeopleSoft) Finance, Human Capital Management, and Campus Solutions administrative systems.
The ctcLink Business Analyst and Security Coordinator serves as the primary technical resource to all departments in the Finance and Human Resources divisions, and acts as a liaison between Information Technology Services (ITS) and functional work areas utilizing the ctcLink ERP. The incumbent must be proficient in the management of all aspects of the PeopleSoft Finance, Human Capital Management, and Campus Solutions modules.Essential Functions

- Support PeopleSoft system functions, including (but not limited to) Accounting, Financial Services, Purchasing, Budgets, Grants and Contracts, Payroll, Benefits, Human Resources, and Student Services (Campus Solutions).
- Act as functional and technical lead and subject matter expert providing support for the ctcLink Finance, Human Capital Management, and Campus Solutions modules.
- Works with Bates’ ctcLink function pillars and subject matter experts (SME’s) to understand local business requirements and translate to departmental security administration needs.
- Update and maintain Bates Local Security Guides and Security Matrix workbook with security role changes, adjustments, and additional security (SACR and UPD) as required.
- Serve as back-up during User Acceptance Testing (UAT) for Security monitoring, troubleshooting and issue resolution.
- Develop, update and document Bates Security Management plan and Help Desk support plan workflows as well as policy and procedure manuals.
- Understand and explain SBCTC data classification requirements to business owners and incorporate these standards into Bates Security policies and procedures.
- Support impacted stakeholders' local business process needs during vendor and SBCTC ctcLink system upgrades. Including the following: developing communication, updating training materials, and delivering guidance to End Users on new functionality.
- Triage tickets for ctcLink help desk and process help desk tickets related to security access with collaboration from Function Pillars.
- Submit Bates tickets to SBCTC/PeopleSoft support system and monitoring college ticket resolution by SBCTC.
- Create, implement, and maintain system for periodic review and audit of Security roles in ctcLink.
- Collaborates with Institutional Research team to provide query Security Management to stakeholders upon ctcLink implementation.
- Assist with creation and monitoring of business departments ctcLink stabilization work plans.
- Participate in Bates’ Data Governance and other college committees as necessary to consult and provide guidance on ctcLink related policies, procedures and system updates particularly related to ctcLink local security management.
- Develop and maintain functional documentation and reference materials to support user understanding of ctcLink system usage and updates related to changes to security and business process management. Collaborate with ITS staff and subject matter experts to develop query and reporting solutions within the ctcLink PeopleSoft system.
- Provide a project and organizational change management role within and between departments, and provide training/job aids and knowledge transfer to department staff where required.
- Coordinate with department managers and staff to identify needs, changes, testing and training of system implementation and upgrades.
- Perform data validation, integration and acceptance testing where needed.
- Create ad hoc queries and reports using PeopleSoft Query and other business intelligence and data analysis tools.
- Work closely with Local community colleges and State Board for Community and Technical Colleges (SBCTC) resources in support of ctcLink Finance and Human Capital Management modules.
- Provide Organizational Change Management (OCM) functions, and work closely with the college’s Change Management Team to promote continuous improvement and business process analysis within Finance, Human Resources and other divisions.
- Provide ctcLink system and functional configurations within the Finance and Human Capital Management modules, and work closely with SBCTC production support analysts for issue escalation and resolution as required.
- Responsible for project coordination with the Project Manager, planning and ensuring successful completion of project goals and milestones.
- Serve as liaison amongst department staff and project stakeholders to elicit, analyze, communicate, prioritize, clarify, validate and document requirements for changes to business processes and information systems in support of department and college objectives.
- Lead college review and testing of ctcLink PeopleSoft updates including working with end users on new functionality, and determine effect on current systems and business processes.
- Work closely with ITS to develop and implement security/access strategies and solutions as well as database and data analysis solutions and tools.
- Perform other related duties as required and deemed appropriate in support of ITS and the ctcLink project team to accomplish assigned responsibilities and functions of the office.
- Accountable for keeping personal development up-to-date; adding to skills and knowledge through courses that may be available through the Bates Technical College courses, professional development committees, etc.
- Participate actively and collaboratively on committees for college as needed including but not limited to staff recruitment, college councils, etc.

Minimum Qualifications
- Associates Degree in Business, Human Resources, Technology or a closely related field from an accredited college or university.
- Two years of work experience in a Finance and/or HR Department.
- One year of experience in a technical and functional role providing business analysis and systems support for a college administrative information system, and/or Enterprise Resource Planning (ERP) or other complex information system.
- Experience using PeopleSoft’s Finance and/or Human Capital Management modules

Preferred Qualifications
- Bachelor’s Degree or higher in Business, Human Resources, Technology, or a closely related field from an accredited college or university.
- Experience in a higher education Finance or HR Department.
- Demonstrated ability to work collaboratively across departments, divisions and the college community.
- Functional leadership or Subject Matter Expert experience in PeopleSoft’s Finance and/or Human Capital Management module, PeopleSoft Query, and business Intelligence tools.
- Experience in providing organizational change management and business process improvement solutions and tools.
- Certification(s) in Project Management, Change Management, ITIL, Lean and/or Business Process Reengineering, or other directly applicable areas.
