Description
Manage the Housing Choice Voucher Program (HCVP) that provides affordable housing for low-income families throughout the six-county Middle Peninsula as well as Westmoreland and Northumberland County. This program is funded by the U.S. Department of Housing and Urban Development (HUD) and administered by the Virginia Housing (VH). Supervise the work of one Housing Choice Voucher Program Assistant. Report to Bay Housing Senior Vice President. Salary: $55,000/yr-$65,000/yr (DOE)
ESSENTIAL FUNCTIONS Determine eligibility for the program (60%).
- Work with low-income households to determine eligibility for the program.
- Re-certify households annually or when they have unique changes.
- Calculate household income to determine rent amounts.
- Complete notice of rent forms and send to households and owners.
- Ensure data is entered on time and accurately into VH “Elite” software so owners receive appropriate monthly rent subsidy.
- Resolve differences of unreported household income.
- Review Electronic Identity Verification (EIV) form to confirm household income.
- Resolve rent check discrepancies with landlords.
- Review monthly reports for annual household renewals to be completed.
- Liaise with nationwide agencies to ensure the eligibility of households moving to the service area. (transfer or port-in households)
- Complete VH Section 8 Management Assessment Program (SEMAP) audit spreadsheets.
- Perform criminal and sex offender background checks.
- Collecting data for internal reporting requirements
- Search for rent comparable and complete rent reasonable form for new homes and rent increases
- Collaborate with McCright and Associates to request inspections and confirm their completion through their website platform
- Ensure Inspections are entered into the Elite and eDocs systems
- Complete initial, special and annual inspections as needed
Supervisory duties (20%).
- Provide regular on-the-job training and advice on how to handle unusual situations and administrative challenges.
- Completes Housing Assistance Payment (HAP) Contract.
- Perform periodic subordinate employee performance evaluations.
- Participate in the selection of applicants for the Assistant position.
- Performs termination hearings. Send out termination letters.
- Participate in all mandatory VH training.
Daily management of the program (10%).
- Manage the household waiting list.
- Handle inquiries about housing assistance.
- Follow-up with VH on unconventional cases.
- Work with landlords to identify new rental properties eligible for the program.
- Order office supplies and completes necessary agency forms for payment.
Ensure compliance with program requirements (10%).
- Ensure all case files are complete and accurate.
- Review terms of household rental lease.
- Perform regular SEMAP self-audit to ensure on-going compliance and participate in the annual onsite audit conducted by VH.
DECISION MAKING
Work independently and handle a variety of tasks autonomously. Some are repetitive (certification process, rent determination) and driven by the annual calendar (inspections, re-certifications) and some are non-repetitive tasks and supervisory in nature (e.g. overseeing the work of 1 employee).
Inform supervisor when there are unusual financial, compliance, political circumstances or when there are negative implications for customer service.
KNOWLEDGE
Rely on extensive on-the-job training and experience to accomplish the work.
Working knowledge of:
- Microsoft Office programs (e.g. Word, Excel, Access, Outlook)
- Fair Housing law and its application to HCVP - Home inspection techniques
- Local government building codes.
- VH Elite software
- eDocs web-based system
- EIV software
- VH HCVP Operations Manual
Has proficient knowledge of HCVP rules and regulations and keeps abreast of changes.
ABILITIES
- Handle multiple priorities between office-based work and home inspections.
- Work well under pressure of recurring deadlines.
- Establish and maintain effective relationships with a wide variety of people (e.g. general public, VH representatives, landlords and co-workers).
- Excellent verbal communication skills, including listening to tenants/landlords one on one, and on the phone with a variety of contacts.
- Excellent written communication skills (letters, memos, reports).
- Understand and interpret policies
- Handle confidential information in a way that is compliant with company and funder regulatory policies.
WORKING ENVIRONMENT
Office-based work and outdoor work while doing home inspections entailing regular physical activity (e.g.
ability to lift 25lbs, walking, climbing stairs). Frequent independent travel required within the service area. Occasional overnight travel to attend VH trainings and meetings. 50% of the essential functions of the position can be performed remotely with a phone and internet connection.
Qualifications
Bachelor’s degree and 3 years of supervisory experience in the subsidized housing field is preferred. However, a high school diploma and 5 to 7 years of experience in subsidized housing field can be substituted for the degree requirement.
Must possess a valid driver’s license.
FLSA status: This is an exempt position.
