The Company

Bay Area Workforce Development Board is a nonprofit agency administering workforce development programs in an 11-county region of northeast Wisconsin through contracts with service provider agencies. The board of directors sets broad strategies to align worker skills with business needs and is connected to a large network of stakeholders. Staff leads the development of partnerships and collaborative relationships to achieve strategic goals. Through a contracted service agreement with the Department of Corrections (DOC) the focus of this position is on the pre and post release employment needs of individuals incarcerated at the Kettle Moraine Correctional Institute (KMCI) and will play a central role in coordination of services in the Job Lab at KMCI.

Position Summary

The Windows to Work Coach plays a key role in supporting justice-involved individuals (Persons in our Care or ‘PIOC’) through pre-release education, a 12-week DOC curriculum, and post-release case management. This position is located at Kettle Moraine Correctional Institution and works with participants, guiding them in job readiness, career exploration, and reintegration strategies. The Windows to Work Coach will also support the full scope of services related to assisting PIOC’s with preparing and searching for employment within the KCMI job lab. Overall, the role focuses on mentorship, group facilitation, career coaching, and resource coordination to help individuals achieve sustainable employment and reduce recidivism.

Duties and Responsibilities

Pre-Release Services

  • Conduct eligibility screenings and onboarding for new program participants;
  • Facilitate and Lead CBI (Cognitive Behavioral Intervention) training covering essential job readiness topics such as cognitive skills, workplace expectations, financial literacy, and job search techniques;
  • Use career assessments and skills inventories to align individual strengths with career pathways;
  • Provide one-on-one career coaching, including Individual Action Plan (IAP) development, personal goal setting, and budgeting guidance;
  • Partner with WI Department of Corrections staff including Probation and Parole Officers, Social Workers, and other W2W Coaches to develop reentry plans tailored to each participant;
  • Maintain DOC data management systems and adhere to Bay Area WDB Internal Policies and Procedures;

Post-Release Community Case Management

  • Track progress and provide ongoing mentorship for up to 12 months post-release;
  • Guide participants in job searching, application processes, and interview preparation;
  • Coordinate and assist in securing housing, transportation, and basic needs to support successful reintegration. As well as, providing financial coaching, sharing educational resources, and connecting to other supportive services as needed;
  • Develop personalized employment retention strategies, working closely with community employers;
  • Review and respond to transfer requests on an on-going basis; follow contact protocols for establishing relationship with W2W participants who will be transferring to the Bay Area WDA from other areas in the state;
  • Implement and process all supportive services requests for participants; maintain accurate documentation for submission on a monthly basis;

Job Lab Coordination

  • Assist in the coordination of service provision within the KMCI Job Lab including support and implement career development programs such as career related information and counseling services;
  • Educate and assist participants on skills, abilities, education, and knowledge required for a variety of occupations;
  • Perform intake activities including, but not limited to, reception, description of job lab services, determining participant eligibility for services and individual needs, and making referrals;
  • Administer and/or assist with assessment and development tools, testing programs, and other tools designed to help with career planning, referrals, job readiness, and employment matching;
  • Assist in the development of curriculum and deliver training to participants on resume writing, interviewing skills, job retention, job search, and job advancement;
  • Establish individual education and training plans and services for participants and monitor their employment, educational, and vocational needs and progress;
  • Coordinate and assist with employment search services with participants completing institutional training programs;
  • Provide education and support on challenges and barriers to obtaining and maintaining employment specific to reentry, wage and benefit information, and in-demand occupations;

Data, Reporting and Systems

  • Maintain timely, secure, accurate records pertaining to participant eligibility, assessment, grant required data collection, grant required file documentation, spending reports and case notes;
  • Assist in the development of necessary reports and grant outcome and data tracking;

Other

  • Attend meetings and trainings as required;
  • Other duties as assigned;

Foundational Skills

  • Effective Communication – Ability to lead group discussions, facilitate coaching sessions, and build trust with justice-involved individuals;
  • Relationship Building – Experience working with individuals from diverse backgrounds, including those with inconsistent work histories and criminal records;
  • Problem-Solving – Capable of addressing reentry challenges such as housing, transportation, and job placement;
  • Technology Literacy – Comfortable using job search platforms, career assessments, and data management systems;
  • Adaptability & Resilience – Ability to navigate complex situations and provide encouragement during setbacks;

Industry-Specific Skills

  • Career Coaching & Workforce Development – Knowledge of employment pathways, employment readiness strategies, and employer engagement;
  • Justice System & Reentry Support – Understanding of post-release challenges and available community resources;
  • Financial Literacy & Budgeting Assistance – Experience in coaching individuals on personal finance and economic self-sufficiency;
  • Facilitation & Training – Ability to lead group sessions, follow guided lesson plans, and engage participants in learning;
  • Case Management & Program Coordination – Servant Leadership; skilled in tracking participant progress, making referrals, and collaborating with social service agencies;

Preferred Experience

1. Associates’ Degree in Human Services, Criminal Justice, Social Work, or related field, and/or established relevant work experience;

2. Prior experience in workforce development, reentry support, case management, or social services;

3. Lived experience or work experience supporting justice-involved individuals;

4. Familiarity with Wisconsin’s workforce and corrections systems;

5. Bilingual (English/Spanish or other languages) is a plus;

Additional Requirements

  • Must pass Wisconsin Department of Corrections background check;
  • Valid Wisconsin Driver’s License and ability to travel within the state;
  • Ability to work independently and within a team-based environment;

Relationship

The Windows to Work Coach is an hourly, full-time, permanent, non-exempt position at the Bay Area Workforce Development Board reporting to the Integration and Special Projects Manager. This position will report daily to Kettle Moraine Correctional Institution and will meet with individuals throughout the community and surrounding counties.

Salary Range: $21.00 - $30.00 per hour
