About the Role:
The Talent Development Manager plays a crucial role in driving the development and growth of our talent across both front office and back-office teams. You will be instrumental in elevating our organizational talent density and ensuring that every department continues to operate at an extremely high level. This individual will act as a thought partner, providing guidance to managers on goal setting, and goal attainment and creating and developing the many facets to a Career Growth and Development Plan. This role requires a strong background in Learning & Development (L&D) and a passion for building high-performance standards, ensuring we continuously raise the bar on our talent and performance. You posses an in-depth understanding of adult learning theory principles.
Scheduled Weekly Hours:
40 hours per week; Monday – Friday
What you’ll be doing:
- Under the guidance of the AVP of Human Resources, you will help direct performance management, talent/employee engagement, and learning and development to ensure that our team members have the resources and support to achieve their ambitious goals.
- Develop and implement a Learning & Development (L&D) strategy that supports the company's growth and aligns with business goals.
- Create an employee development framework and pathways that support internal mobility and succession planning, ensuring our employees have clear growth opportunities.
- Design and oversee the creation of L&D infrastructure, including systems, tools, and processes.
- Lead the Talent Management Process (TMP) in partnership with the AVP of Human Resources, ensuring the successful execution of individual development plans, succession planning and career tracking.
- Oversee the training function and Learning Management System (LMS), ensuring it meets the needs of the organization and supports our learning initiatives.
- Act as a thought partner to people managers, providing guidance on goal setting, goal attainment, and personnel decisions.
- Collaborate with business partners to assess talent gaps and provide solutions to improve the development of both front office and back office employees.
- Design and implement a leadership development program to ensure the organization has ‘ready talent’ to support our rapid growth. This is to include scholarships and programs such as CUNA Management and BayFedU.
- Implement leadership assessment tools and practices to identify and develop future leaders.
- Manage organizational training for branch staff and back office, ensuring compliance and safety in those areas.
- Advocate for and promote a culture of feedback, growth, and accountability across the organization.
- Creating employee training programs that address skills gaps as well as broader institutional goals
- Collaborating with the AVP of Human Resources to develop plans for boosting employee engagement, morale and retention.
- Stay current with industry trends and innovations in learning and development, including AI, and incorporate these advancements into our strategy.
- Foster a culture of continuous learning and development, ensuring that employees have access to the resources and opportunities they need to grow.
- Help lead and host All Staff meetings, ensuring clear communication and alignment across teams.
- Ability to create engaging video content, write scripts, and effectively communicate key initiatives to the organization through multimedia channels.
- Ensure compliance with labor laws, company policies, and industry regulations while maintaining accurate employee records and managing HR documentation
Supervisory Responsibilities:
- Establishes the scope of authority and responsibility for direct reports.
- Periodically meets with direct reports to establish individual and team performance goals to review, coach and monitor performance against goals, discuss significant operations issues and review staff training and development requirements. Establishes goals and measures to track the success of the department.
- Promotes teamwork among staff to ensure work is performed in a collaborative manner and standards for excellent member service are achieved. Responds appropriately to member concerns.
- Maintains effective communication with all management staff to ensure coordination and exchange of information for accomplishing Credit Union goals. Gathers and disseminates information to all areas/departments regarding policy and procedures changes, and other important issues involving assigned areas.
- Analyzes the workflow of the team and continuously makes recommendations to AVP Human Resources for changes to improve efficiency and reduce risk.
- Coordinates the orientation and training of new team members.
- Conducts performance evaluations of direct reports and recommends merit increases, when applicable.
You’re Perfect For This Role If You Have:
- Preferred Bachelor's degree in Human Resources, Organizational Development, Business, or a related field.
- Five years experience in a management role.
- A minimum of three years of banking experience is required, preferably in a supervisorial or leadership role.
- Proven experience in Learning & Development, Talent Development, or a similar field.
- Strong understanding of talent management, goal-setting frameworks, and internal mobility.
- Experience developing and implementing L&D strategies and systems.
- Strong knowledge of leadership development, succession planning, and leadership assessment tools.
- Experience overseeing a Learning Management System (LMS) and training functions.
- Exceptional communication and writing skills, with the ability to influence and coach people at all levels of the organization.
- Experience working with both front-office and back-office teams.
- Demonstrated ability to partner with leadership to execute development plans and succession planning.
- Strong analytical skills, with the ability to use data to drive decisions and track progress.
- Ability to thrive in a fast-paced, dynamic environment and manage multiple priorities effectively.
- Experience with creating video content and writing scripts for internal communication.

Bay Federal considers many factors in determining base pay such as experience, education/training, internal peer equity, job location, and other business considerations when extending an offer. For Santa Cruz, CA only, the pay scale Bay Federal reasonably expects to pay for this position is $86,400.85 - $108,001.06 annually. Salaries are based on the geographic location in which you live if working remotely.
