CONSTRUCTION PROGRAM ADVISOR
BB&E is a full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program / Project Management Services to Federal and private sectors.
Position Summary
BB&E is currently looking for a Construction Program Advisor to support AFCENT onsite at Shaw AFB, SC. This position does require travel.
Job Duties & Responsibilities
Assist AFCENT with managing construction projects to include development of SOWs, programming documents, DD1391s, cost estimates, construction schedules, and execution phase status as work product deliverables
Coordinate with deployed personnel on mission support capabilities and deficiencies at expeditionary and forward operating sites
Maintain continuous contact and integrate data from War Reserve Material (WRM) program managers, engineering functional / program managers, personnel and manpower functions, and planning and engagement functions, and any other organization required to support planning
Assist in the identification, coordination, and development of AFCENT engineering-related capabilities involving AFCENT forces
Coordinate and maintain liaison relationships (as required) with military and national level agencies
Provide technical expertise to the Government at meetings by facilitating meetings and developing technical presentations , as required
Assist in documenting program files , organizing format for active file use, and staging
Manage Facility Sustainment, Restoration and Modernization (FSRM) associated with USCENTCOM AOR
Support the program-level oversight of MILCON associated with USCENTCOM AOR
Assist with the accomplishment of MILCON, special interest programs, and host-tenant and host-nation construction programs (up to 2 per month, per seven (7) Air Expeditionary Wings (AEWs) Bases (AASAB, ADAB, AUAB, PSAB, MSAB, AJAB and TRAB)
Key Qualifications
U.S. Citizenship and Active or recent DoD Security Clearance is required
Strong Communication Skills : Strong writing skills and ability to effectively operate as a member of an engineering or joint discipline team; strong briefing skills and capable of effective communication
Self-Starter : Highly motivated, with the ability to manage multiple tasks and deadlines autonomously
Requires an Active Passport
Experience & Education
Experience : Minimum of 5 years of experience in programming / project management is required ; DoD or MILCON related experience, preferred
Minimum (8) years with Air Force Civil Engineering, or other component Facility / Infrastructure engineering management. Two (2) years of experience leading people highly desired.
Software Experience : Experience and working knowledge of MS Office (Word, PowerPoint, & Excel), and SIPR Access within the last 3 years is required ; experience and working knowledge on TRIRIGA, SMS BUILDER, NexGen IT, and / or USAF-specific Project Management software (employee not possessing this experience must complete the training within 6 months of assumption of duties on these or other systems, either in-house training sources, AFIT or other online supplements as directed and approved by 9 AF (AFCENT) / A4)
Education : Bachelor’s Degree in Engineering, Architecture, or related subject
Physical Requirements
Ability to stand / walk / climb / kneel / crouch and remain in a stationary position / sit at least 60% of the time
Ability to operate office equipment, including computer, copy machine, phone, etc.
Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms
Capable of lifting over 25 lbs.
Ability to see details of objects that are less than a few feet away
Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone
Work Environment
Ability to work on-site Monday-Friday
OCONUS travel required to assist with the accomplishment of MILCON, special interest programs, and host-tenant and host-nation construction programs (up to 2 per month, per seven (7) Air Expeditionary Wings (AEWs) Bases (AASAB, ADAB, AUAB, PSAB, MSAB, AJAB and TRAB)
