Total Solutions, Inc. (TSI) is seeking experienced personnel to support the U. S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program’s disaster-related operations.
The PA Program provides supplementary Federal assistance to State and local governments, certain private nonprofit organizations, and Indian Tribes and Alaskan Native Villages under Presidential major disaster declarations to clear debris; implement emergency protective measures for the preservation of life and property; repair or replace infrastructure, such as streets, bridges, and water control facilities; repair or replace public buildings and related equipment; repair or restore public utilities; and repair or restore public recreational facilities and parks. These program activities are highly visible and require the services of skilled and professional personnel.
Responsibilities
Review and prepare amendments for scopes of work, including related code and standard requirements.
Review project cost estimates.
Review applicant-provided cost claims for reasonableness and eligibility.
Review applicant labor policies, pay rates and fringe benefit information.
Draft eligibility recommendations
Draft costs analysis
Perform accurate quantification and provide detailed description of disaster related damage, including debris.
Qualifications - Mid Level
Must have a bachelor’s degree with 5 years of experience in a related field and professional registration or bachelor’s degree with 10 years of experience in a related field
Should have comprehensive knowledge of standard practices of related architectural design disciplines as applied to a variety of accepted engineering cost estimating software programs used to provide projections for infrastructure repair and replacement costs to apply new applications or developments to resolve unique or novel problems, conditions, or issues.
Must have experience with local and federal regulations and building codes (Uniform Building Code, International Building Code), as well as compliance with local planning (ADA) and zoning laws, such as required setbacks, height limitations, parking requirements, transparency requirements (windows) and land use.
Must have comprehensive experience in development of construction drawings for schools, prisons, and other large commercial facilities
Must have thorough knowledge of standard practices of related engineering disciplines of electrical, mechanical, environmental, hydraulic, civil and/or structural engineering.
Should have extensive knowledge of PA eligibility, law, regulations, and policies.
Must have experience reviewing construction drawings and change orders for large commercial facilities to provide technical guidance/recommendations
Should have experience using an array of cost estimating tools from RS Means, Cost Estimating Format, FEMA, State, or Local Cost codes and other cost data as appropriate.
Should have knowledge of all categories of work (Category A-G).
Qualifications - Senior Level
Architect Registration Examination (ARE); Registered Architect (RA), National Council of Architectural Registration Boards (NCARB) certificate, or American Institute of Architects (AIA)
Must have a bachelor’s degree with 10 years of experience in a related field and professional registration or bachelor’s degree with 15 years of experience in a related field
Should have comprehensive knowledge of standard practices of related architectural design disciplines as applied to a variety of accepted engineering cost estimating software programs used to provide projections for infrastructure repair and replacement costs to apply new applications or developments to resolve unique or novel problems, conditions, or issues.
