Role Overview
The Director of Contracts will provide Government Contractual expertise across the organization. This position will lead the development, negotiation, and implementation of insightful, ethical, profitable, and creative contract business solutions. The ideal candidate will be able to impact business outcomes, collaborate across the business and with other functions, and cultivate relationships with Federal Government and Commercial Customers and Partners.
Responsibilities:
- Contract Administration, Management, & Strategy: Lead the development and execution of contract strategies (for GWACs, task orders, prime contracts, subcontracts, purchase orders, sole sources, blanket purchase agreements, etc.) across various programs, by setting objectives that are in alignment with both the operational and financial objectives of the company. Furthermore, align the contracting organization’s operating and engagement model to achieve these objectives.
- Leadership & Team Development: Manage, mentor, and grow a high-performing team of contract professionals. Foster a culture of collaboration, continuous learning, and professional development within the Contracts Department. Provides guidance and cross-functional support to other business teams and departments that intersect with Contracts.
- Compliance & Risk Management: Ensure compliance with applicable federal regulations, FAR/DFAR guidelines, company policies, and contractual obligations. Monitor potential risks related to contract terms and conditions and proactively implement mitigation strategies.
- Client & Stakeholder Relations: Serve as the primary driver for internal and external stakeholders on contract matters. Work closely with growth, delivery, finance, PMO, and senior leadership to develop strategies for contract negotiations, renewals, amendments, and dispute resolution. Be the integral leader that works across functions to balance the myriad of requirements to achieve the intended outcome across all parties.
- Contract Negotiation: Lead and/or provide guidance on high-stakes negotiations with customers and partners (including contract award protests). Develop and implement strategies to maximize value for BDR in accordance with the company’s strategy while managing potential risks and liabilities.
- Proposal Support: Collaborate with Growth to support contract-related matters during proposal development, including non-disclosure agreements, teaming agreements, pricing strategies, risk identification, and compliance with solicitation requirements.
- Contract Financial Performance Monitoring: Oversee contract performance, ensuring that both contractual and financial obligations (including contract performance metrics like Veteran Employment, Small Business participation, Federal Subaward Reporting System, etc.) are met in a timely and efficient manner. Collaborate with project teams to address any issues or modifications that may arise during contract performance.
- Regulatory & Legal Oversight: Stay abreast of changes in federal contracting regulations and industry standards, ensuring BDR’s contract practices remain compliant and competitive. Advise senior leadership on potential impacts of regulatory changes.
- Mentor/Protégé Programs & Joint Ventures: Leads the creation, execution, and management (as JV managing partner) of mentor/protégé programs, joint ventures and its subsequent agreements.
- Centers of Excellence: Leads the design, development, and management of a GWAC Center of Excellence to manage the reporting and administration of a variety of GWACs, GSA multiple award schedules (MAS), IDIQs, and BPAs.
- Contracts Database and Systems Management: Leads the design, development and management of contracts databases, repositories, and systems.
- Industry Expertise: Offers working knowledge and insights on contract management for federal agencies (such as Department of Veterans Affairs, Department of Homeland Security, Defense Health Agency, Department of Justice, Federal Aviation Administration; and sector contracts (such as T4NG, VECTOR, OASIS , POLARIS, CIO-SP4, 8(A) STARS III).
- Supports and performs other relevant duties as assigned.

Qualifications:
- Bachelor's degree or the equivalent years of experience in Business Administration or related field.
- Minimum of 8 years of experience supporting the contract administration/management of professional services contracts for a federal government contractor.
- 3 years of experience managing other contracts personnel.
- Proven track record of leading complex negotiations and managing high-value contracts.
- Advanced writing, communication, organizational, and analytical skills.
- Experience with SBA Mentor-Protégé and joint-venture agreements.
- Experience with Other Transaction Authority (OTA) agreements, Commercial Solution Openings (CSOs), Small Business Innovation Research (SBIR) programs, and/or other non-FAR based procurements.
- Experience working directly with contracting officers, contracting officer representatives, and contract specialists.
- Working knowledge of the Federal Acquisition Regulation (FAR) and agency-specific supplements to the FAR (e.g., DFAR, VAAR, etc.).
- Ability to work on multiple projects concurrently and prioritize assignments.
- Ability to maintain the highest level of professionalism, confidence, and integrity while directly dealing with internal and external customers.
- Ability to meet the expectations and requirements of internal and external customers.
Preferred Qualifications:
- Certification in Contract Management (e.g., CPCM, CFCM) is preferred.
- Masters degree in Business Administration, Law, or a related field.
In addition, U.S Citizenship is required. Select applicants will be subject to a government security investigation and must meet eligibility requirements for access to classified information and be able to obtain a government-granted security clearance.
