What are the responsibilities and job description for the Regional Property Manager-Affordable position at Bear Real Estate Group?
SUMMARY:
The Regional Property Manager oversees the day-to-day operations of assigned portfolio within Bear Property Management, Inc. He/ she is responsible for the management of affordable multifamily monitoring and ensuring compliance of all land use restrictive agreements, operating agreements and affordable housing occupancy and regulatory commitments.
DUTIES AND RESPONSIBILITIES:
Leasing:
- Oversee fiduciary planning and governance of compliance with operating and management agreements.
- Responsible for interviewing, hiring, training, and performance management.
- Create business, marketing plans, and budgets.
- Conduct routine site visits to pre-occupied and managed portfolio to evaluate operations and ensure preservation of company standards.
- Provide guidance and delegate priority tasking ensuring that all policy, rules and procedures are followed and conduct performance evaluations.
- Provide leadership and exemplify the highest level of customer service.
- Lead the formulation of operating budgets and review/approve property invoices
- Responsible for establishing and maintaining initiative-taking relationships with property management teams, compliance professionals, agencies, and stakeholders to maintain compliance and meet conversion timelines.
- Monitor and report compliance with local, internal, state, and Federal HUD guidelines.
- Complete internal fidelity audits of reports, and randomly audit ledgers, certifications and leases meet quality control of annual or interim recertifications.
- Establish annual schedules and monthly calendars.
- Prepare and review regular comparative rent analysis to monitor market conditions.
- Set, monitor and adjust residential rental, utility allowance and renewal rates.
- Manage tenant disputes and resolutions.
- Monitor and update portfolio compliance, reports and statistics.
Maintenance:
- Review turnover timeliness, workorders, surveys, and labor history.
- Perform regular site inspections with facilities team to conform to company standards.
Direct Supervision:
- Area Managers/ Property Managers.
Financial:
- Oversee and prepare annual apartment budgets.
- Produce, reforecast, and update monthly/ annual portfolio performance reports.
- Review delinquency and invoice reports.
Legal:
- Oversee evictions and tenant related disputes.
Business Development
- Collaborate with stakeholders to ensure each community is performing in accordance with the business plan
Marketing:
- Manage a positive company brand and public image.
- Study and respond to advertising, branding and performance analytics.
QUALIFICATIONS:
- Bachelor’s degree in Business Administration and 5 years’ experience, or equivalent.
- Affordable Section 42 low-income housing tax credit and affordable housing experience.
- Ability to read, analyze and interpret financial reports and legal documents.
- Ability to effectively present information to top management, public groups, and boards of directors.
- Ability to calculate figures and amounts such as discounts, interest, commissions, percentages.
- Proficient in Microsoft Office Suite and working knowledge of Smartsheet, Traction, and Google drive docs/sheets. 5 years property management software experience.
- Strong organizational, problem-solving, and analytical skills.
- Ability to manage priorities and workflow.
- Versatility, flexibility, and a willingness to work within constantly changing priorities with enthusiasm.
- Ability to work independently and as a member of various teams and committees.
- Proven ability to manage multiple projects and meet deadlines.
- Ability to deal effectively with a diversity of individuals at all organizational levels.
- Good judgement with the ability to make timely and sound decisions.
- Creative, flexible, and innovative team player.
