POSITION SUMMARY:

Under the general supervision of the Tribal Court Director, the Child Support Program Manager will be responsible for oversight of the Tribal IV-D Program to ensure all budget and program aspects are implemented, management of staff, including hiring; managing of budget and Program Requirements. Child Support Program Manager will manage the Bear River Band Child Support Services (BRBCSS) program operations. This position will require strategic direction to produce and implement program goals to fit the overall mission of the Bear River Band Tribal Court. Responsibilities include planning and development; collaboration and coordination with state, federal, and other Tribal child support enforcement agencies; performing financial, statistical, analytical, and narrative reporting; and the supervision of program staff and day-to-day operations to ensure program compliance with federal, state, and Tribal regulations. In addition, this position will manage and assist staff to receive, process, and disburse all child support collections received by the BRBCSS in a timely manner, completing complex child support calculations to accurately certify accounts to the clients, courts, attorneys and other state and Tribal jurisdictions.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Train, supervise and evaluate the performance of assigned staff; assign and adjust workloads; implement internal regulations or policy changes affecting the day-to-day operation of the program.
  • Assume responsibility and take responsibility in the absence of child support staff.
  • Plan, develop, update, implement and administer policies and procedures necessary for the efficient ongoing operation of the Bear River Band Child Support Services (BRBCSS) program.
  • Develop and maintain cooperative relationships with state and federal agencies to exchange information, coordinate services and activities, interpret policies and procedures, and fulfill program requirements.
  • Ensure compliance with state and federal regulations.
  • Ensure the timeliness and accuracy of services delivered.
  • Prepare and submit the annual Tribal budget proposal and year end close-out reports for approval by the funding agency and Tribal Council.
  • Plan, review, coordinate, and participate in the work of the BRBCSS including establishing paternity and court ordered child support, securing child support payments, locating parents and supervising staff.
  • Coordinate work with the Tribal staff attorney and other contracted attorneys.
  • Ensure quality, efficiency, compliance and correct actions of work performed by the BRBCSS staff by reviewing cases periodically.
  • Serve as a liaison between BRBCSS and other Tribal and state child support agencies.
  • Prepare and provide complex certified account statements to each client annually, upon request of a client, and prior to a court hearing for modification.
  • Provide information to the general public and others regarding BRBCSS services.
  • Attend and participate in Tribal, state, and federal meetings, as necessary.
  • Effectively use and maintain BRBCSS program automation system to organize, store and retrieve child support data.
  • Evaluate the BRBCSS program strengths and weaknesses on an annual basis to identify opportunities for improvement and to continue the strategic direction of program goals and the overall mission of the Tribal Court.
  • Ability to comprehend and interpret a variety of documents including tax expense reports, case records, statutes, statistics, etc.
  • Ability to work with minimal supervision, well organized and able to handle multiple projects in a timely manner.
  • Must accept confidentiality as a strict condition of employment.
  • Other duties may be assigned.

AUTHORITY/SUPERVISORY RESPONSIBILITIES: Supervises the work of the Child Support Administrative Assistant, Child Support Case Specialist, and the Child Support Account Specialist to ensure the BRBCSS program is in compliance with federal, state, and Tribal regulations.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • Prefer experience in child support enforcement, or Tribal child support enforcement.
  • Substantial knowledge and understanding of court process and functions, prefer some working knowledge of the functions of Tribal court programs/divisions: Wellness, Drug, Family/Civil, Juvenile, and Criminal.
  • Experience dealing with individuals in crisis including strong customer service skills and the ability to defuse tense situations.

EDUCATION/EXPERIENCE:

  • Must be eighteen (18) years of age.
  • Must have a Bachelor’s degree in Business Administration, Law, or Social Work; or closely related field.
  • OR; equivalent combination of education and experience (Equivalent = two (2) year’s direct experience to one (1) year of education).
  • Must have two (2) years of supervisory experience

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Shall possess a valid driver's license and be insurable by agencies insurance.

COMPUTER OPERATIONS:

  • Proficient personal computer skills including electronic mail, record keeping, routine database activity, word processing, spreadsheet, graphics, etc.

LANGUAGE SKILLS:

  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS:

  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY:

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

OTHER SKILLS AND ABILITIES:

  • Ability to operate standard office equipment (copier, fax, etc.).
  • Must be able to work with American Indian people and be sensitive to their culture.
  • Comply with all safety policies, practices and procedures. Report all unsafe activities to supervisor and/or Human Resources.
  • Participate in proactive team efforts of Bear River Band of the Rohnerville Rancheria.
  • Provide leadership to others through example and sharing of knowledge/skill.
  • Must be able to work all shifts, weekends, holidays & special events as needed.
