POSITION SUMMARY:  Under general supervision of the Environmental and Natural Resources Director, administers and develops the 106, 319, and Wetlands Protection programs. The work of this position is distinguished by its emphasis on strategic planning, project management, cost accounting, public relations, personnel management, distribution of resources, and work evaluation.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Prepares, executes and oversees the implementation of wetland management for Tribal and ecosystem health and cultural uses.
  • Ensure compliance of the Clean Water Act Section 106 and Clean Water Act Section 319 work plans.
  • Conduct wetland, storm water, and surface water sampling. Submit annual water quality results to WQX and WQAR to Project Officer for annual reporting requirements.
  • Work with the Culture Department regarding culturally important and invasive plant species.
  • Create a photo journal of found and completed activities, including water quality results, and submit for the quarterly Tribal newsletter.
  • Assist with planning and implementation of environmental and cultural education and outreach (social media, fliers, and brochures) for scheduled special events.
  • Conduct wetland maintenance, riparian vegetation monitoring, stormdrain maintenance, and other tasks related to nonpoint source pollution prevention
  • Attend trainings relevant to erosion control, stormwater pollution prevention, wetlands, nonpoint source pollution, and water quality. 
  • Other duties as assigned.

EDUCATION/EXPERIENCE

  • Must have a High School Diploma or its equivalent

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Shall possess a valid driver's license and be insurable by agencies insurance.
  • Must provide or obtain CPR & First Aide certification within three (3) months of hire.
  • Preferred Certificate Trainings: U.S. Army Corps of Engineers Wetland Delineation thru Wetland Training Institute, GIS Training, EPA NPDES Construction Inspection Training Course, EPA Water Quality Standards Academy.

COMPUTER OPERATIONS

  • Proficient personal computer skills including electronic mail, record keeping, routine database activity, word processing, spreadsheet, graphics, etc. Experience with MS Office required.

LANGUAGE SKILLS:

  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

MATHEMATICAL SKILLS:

  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY:

  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

OTHER SKILLS AND ABILITIES:

  • Ability to operate standard office equipment (copier, fax, etc.).
  • Must be able to work with American Indian people and be sensitive to their culture.
  • Comply with all safety policies, practices and procedures. Report all unsafe activities to supervisor and/or Human Resources.
  • Participate in proactive team efforts of Bear River Band of the Rohnerville Rancheria.
  • Provide leadership to others through example and sharing of knowledge/skill.
  • Experience with data entry into database systems and Background in water quality, wetland science, riparian or stream ecology preferred.
  • Background in Botany or familiarity with native plants of the north coast.
  • Demonstrated practice and interpretation of Traditional Ecological Knowledge (TEK) with a breadth of understanding related to Bear River aboriginal territory and associated aquatic and terrestrial resources and local climate change impacts. 
  • Experience collecting data from natural systems and following data collection protocols.
  • Experience operating and handling data from handheld GPS and mapping devices such as Trimble and Garmin devices.
  • Working knowledge of chronological and alphabetical filing system.
  • Ability to work effectively under pressure and meet deadlines.
  • Ability and willingness to travel frequently and on short notice, sometimes on weekends.
  • Must have good writing skills.
