Description
Performs detailed review, analysis, and reconciliation of budget activities utilizing an integrated financial system, prepares budget reports, and completes all assignments, with minimal supervision. Assists in the development of the County’s overall budget document. Performs other related work, as required.
Essential Duties & Responsibilities
- Works closely with departments to understand departmental programs, operations, and operational issues, providing advice to increase efficiency of departmental spending.
- Assists departments with the development and analysis of capital project needs and requests.
- Monitors the progress of capital projects to ensure projects are complete timely and within budget.
- Coordinates quarterly CIP review sessions, to include scheduling and agenda preparation.
- Receives and reviews departmental budget requests, including revenues and expenditures and all supporting documentation for justification.
- Monitors and compares departmental expenditures to original budget and notifies departments of potential budget overruns, as necessary.
- Prepares revenue and expenditures forecasts on a quarterly basis.
- Assists departments with supplemental requests and prepares agenda memos and resolutions, as needed.
- Prepares and enters budget amendment and transfer entries in the County’s financial system, as needed.
- Maintains all budgetary documents, including budget request forms and the annual budget calendar.
- Advises departments on established budgetary policies, guidelines, and procedures.
- Prepares documentation and presentations for budget review committee and Board of Supervisors, as needed.
- Attends budget work sessions, as needed.
- Responsible for records retention in accordance with Library of Virginia requirements.
- Accomplishes all tasks as appropriately assigned or requested by management.
- Participates in employee meetings and trainings, as needed.
- Performs special projects, as assigned.
- Meets attendance requirements and maintains the highest level of dependability.
- Consistently demonstrates ability to respond to changing situations in a flexible manner to meet current needs and reprioritizes work, as necessary.
Qualifications
Knowledge/Skills/ Abilities:
- Requires graduation from an accredited college or university with a bachelor’s degree in finance, accounting, or closely related field and a minimum of two (2) to five (5) years experience, preferably in government, or an equivalent combination of education, experience, and/or training sufficient to demonstrate the necessary knowledge, skills, and abilities..

- This is sedentary work that occasionally requires the exertion of up to 25 pounds of force. Ability to perform repetitive motions with fingers and hands on a regular basis. Ability to speak and hear at normal spoken work levels in order to communicate verbally. Visual acuity is required for preparing and analyzing written or computer-generated data.
Environmental Factors:
- While performing the essential duties of this job, the employee is in an office environment and is not normally exposed to adverse environmental conditions. The noise level is usually low.
Special/Additional Requirements:
- Subject to a complete criminal history background search and drug screening with acceptable results.
- Subject to pre-employment skills testing in Microsoft Office software and a 6-month probationary period.

$50,987 - $60,000
Salary based on qualifications and relevant experience.
