POSITION SUMMARY
The Logistics and Facilities Manager is located at the CENSECFOR Detachment in Gulfport, MS and is assigned to supervise contractor personnel involved in the logistics operation. The Expeditionary Combat Skills training program is the most complex and dynamic training program at CENSECFOR, thus requiring a hands-on specialist to manage the logistics program as well as to coordinate facilities management for the learning activity. The Logistics and Facilities Manager regularly interacts with military and government civilians at the learning activity, coordinates with personnel at CENSECFOR Headquarters, and works with other agencies in the accomplishment of the daily duties and responsibilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:          
  • Serve as an advisor to Activity Leadership on budget matters. Provide advice on program execution and status, measure implementation of plans and policies, suggest required changes in operations and adjustments in resource utilization to correct deficiency situations, and provide balanced program operations. Provide continuous oversight and analysis of the financial management and execution of all appropriations and authorizations held for current and prior years.
  • Supervise contractor logistics, financial and information technology (IT) personnel assigned to the learning activity. 
  • Assist Activity Leadership in managing the annual financial spending plan for CENSECFOR Detachment Gulfport. Liaison with CENSECFOR Headquarters (N8) in the preparation of funding documents and other financial documents necessary in support of activity operations. Monitor the execution of approved budgets by a continuing review and analysis of costs incurred.
  • Provide inputs in support of the management and accounting for the command’s Operating Budget, to include ordering standard stock material and open purchasing non-standard stock items; maintaining requisition outstanding and completed file; submitting requisition follow-ups and cancellations; submitting monthly, semi-annual and annual reports.
  • Work with CENSECFOR Headquarters (N8), to prepare open purchase requisitions, request for quotes, and best value determinations, as appropriate.
  • Evaluate effectiveness of distribution and use of financial resources for all appropriations received. Solicit input from government and task order personnel involved with delivery and support of respective course of instruction to determine inefficiencies/limitations/ deficiencies and develop recommended remedial strategies to achieve optimum efficiency and cost-wise readiness for presentation to higher authority.
  • Develop and implement financial management and logistic policies and procedures, based on CENSECFOR Headquarters (N8) SOPs and guidance.
  • Conduct special studies, analyses, and investigations for the purpose of promptly detecting and correcting troublesome and unsatisfactory conditions arising in connection with established government financial practices, procedures, records, accounting systems, statements, and reports.
  • Conduct continual analysis of organizational, administrative and staff functions relative to logistics, supply and technology. Make process improvement recommendations and execute associated actions required to implement approved changes. Develop a “cost-wise readiness” culture.
  • Coordinate the receipt and issue of all reimbursable orders and maintain the appropriate records/files.
  • Provide financial programming and budgeting process support for the activity. Prepare and update Spend Plans as directed or required.
  • Combine separate logistics support procedures for the activity to include procurement, receipt, storage, issue, inventory maintenance and upkeep to facilitate high volume training requirements. Maintain accountability of consumables, gear and equipment, task order services and deployment of GSA fleet vehicles.
  • Maintain accountability, quality assurance and accurate inventory of Resource Requirement List (RRL) consumables, equipment and gear. Issue appropriate RRL items to students, as required, ensuring that they acknowledge responsibility and receipt of and sign for items when received. Upon course completion, students must return equipment for which they signed prior to course graduation. If accountable items are not returned, student must provide reimbursement to CENSECFOR Detachment Gulfport before receiving their graduation certificate. If students fail to reimburse the government, CENSECFOR Detachment Gulfport will notify the students Parent/Gaining Command and request assistance.
  • Develop and maintain historical records and files for turnover upon relief, to include overall final report, a documented process for future use and lessons-learned as observed and received from all participants.
  • Provide weekly status briefs and updates to Activity Leadership, on the status of financials, to include execution of spend plan, available funds, potential detrimental issues that may impact delivery or training and progress of assigned projects.
  • Attend meetings relative to these duties as required or requested by Activity Leadership.
  • Assure all departmental training requirements, both internal and external, are completed to maintain compliance and necessary certifications.
  • Provide staff support for facilities projects, maintenance and warranty administration.
  • Integrate operations and interests of other departments, commands, and organizations to benefit student instruction.
  • Manage the activity’s Low-Level Radioactive Waste (LLRW) Inventory to include proper disposal through the Radiological Affairs Support Office (RASO).
  • Coordinate facilities related projects and transportation requirements supporting CENSECFOR Detachment Gulfport training mission with NAVFAC and prospective vendors to include:
  • Manage and coordinate facility trouble calls and repairs. Coordinate maintenance and self-help projects.
  • Communicate to and coordinate transportation requirements and services with CENSECFOR Headquarters (N4) and regional providers.
  • Coordinate telephone service support between Base Communications Office (BCO), CENSECFOR Headquarters (N8), and regional providers as the Telephone Liaison Officer (TLO).
  • Serve in the capacity of an Information Technology Functional Representative (ITFR) to direct IT issue to the appropriate source. Provides system updates and information as appropriate to each end user. Coordinate maintenance of current equipment and future projects, to include NMCI Tech Refresh evolutions.
  • Provide end user localized technical support and troubleshooting with network equipment to include NMCI, TRANET, and Legacy workstations, video teleconference (VTC) system, copiers, audiovisual equipment, digital scanners and printers.
  • Initiate and track documents for access (SAAR-N and IAA Annual training).
  • Submit N6 MAC requests to create, move, or delete accounts as necessary.
  • Initiate SPAWAR REMEDY IT Service Management Requests (NMCI/TRANET) with required follow up through closure.Manage IT and A/V equipment inventory for CENSECFOR Detachment Gulfport and coordinate moves or changes to existing and future equipment with CEN
  • SECFOR Headquarters (N6).
  • Coordinate with CENSECFOR Headquarters (N6) & Naval Construction Training Command (N6) on all IT/AV DLA Disposal Services.
QUALIFICATIONS, KNOWLEDGE AND SKILL REQUIRED: 
  • Bachelor’s degree from an accredited institution and a minimum of two (2) years of experience in logistics and/or facilities management; or a minimum of six (6) years of experience in logistics or facilities management, preferably in a Navy or Marine Corps environment.
  • At least two (2) years of experience in a supervisory role in logistics and/or facilities management.
  • Possess a valid state driver’s license.
  • Excellent communication skills, both orally and in writing.
  • Possess the analytic capability to identify and research the various directives, regulations, and policies, in order to determine solutions to problems, issues, and concerns.
 Physical and Environmental Requirements:
  • May be required to use computer screen for extensive periods of time.
  • Occasional lifting of 15 to 20 lbs.
  • Extended working hours and travel may be necessary
