Space Capability Development Analyst
(active security clearance required)
Location: Norfolk, VA (Onsite)
Clearance Requirement: Active NATO Secret Clearance or equivalent
Summary
The Space Capability Support role focuses on supporting the development and management of space capabilities within the NATO framework. The candidate will work with the Project Management Team and various Space Capabilities and Requirements Management Teams to coordinate the full lifecycle of capability development. This includes mapping requirements, engaging with subject matter experts, employing SMART analysis techniques, and participating in urgent requirements processes. The role requires a strong background in capability development, experience with management tools, briefing senior leaders, and operational knowledge of space efforts. Active NATO Secret or Equivalent is required.
Responsibilities
- Support the Project Management Team (PMT) within HQ SACT Space Branch during the project proposal process and throughout the capability development lifecycle
- Contribute to the activities of the Space Capabilities and Requirements Management Teams, coordinating with HQ SACT CAP and REQ teams and SHAPE
- Support the mapping and provision of Space requirements development and management consulting services, including engagements with European NATO entities and the EU
- Interact with subject matter experts to gather and coordinate information to clarify operational needs behind emerging requirements
- Employ analysis techniques to ensure that Space capability requirements are SMART (specific, measurable, acceptable, realistic, and time-bound) while evaluating cost-effective options
- Support urgent requirements processes and participate in key meetings with requirements specialists across NATO
- Coordinate with internal and external networks on architectures, analysis of alternatives, and other supporting processes
- Support community of interest initiatives by organizing meetings and discussions with CAP like-minded SMEs, and utilize Space tools such as ORION and RIGEL
- Contribute to key CAP deliverables and report to the HQ SACT Space Branch Leadership
- Design, execute, and analyze experiments within the NATO Command Structure or NATO exercises
- Support the development and implementation of the NATO Cognitive Warfare Concept and engage with the related community of interest
- Assist with training related to cognitive vulnerability and enhancement (both individual and whole force)
Requirements
- Education/Experience: University bachelor’s degree in science or management (or a minimum of 5 years of experience in lieu of a degree).
- Minimum of 5 years of experience in the field of capability development within the last 10 years.
- At least 3 years of experience in capability development management tools (e.g., DOORS, MS Project, Visio) within the last 10 years.
- At least 3 years of experience briefing senior leaders/decision makers within the last 10 years.
- At least 3 years of operational knowledge of Space efforts within the last 10 years, either as a military officer or a civilian.
- Working knowledge of configuration management methods and practices.
