The main objectives of ACT are: providing appropriate support to NATO missions and operations; leading NATO military transformation; and improving relationships, interaction and practical cooperation with partners, nations and international organisations. ACT therefore leads Alliance concept development, capability development, training and lessons-learned initiatives and provides unfettered military support to policy development within NATO.

Capability Development & Management Support (CDMS)
DCOS Capability Development (CAPDEV) acts as the Supreme Allied Commander Transformation's Director for guidance, direction and coordination of the activities and resources of the Capability Development Directorate.
The Requirements Division will execute all tasks and activities needed to support requirements management for NATO capabilities
The Capability Requirements (CR) Branch will develop the Capability Requirements Brief and recommended courses of action to resolve issues through the life cycle management of requirements using matrixed, cross-functional project-specific Requirements Management teams.
The Requirements Forward Branch (Mons) is responsible for conducting requirements development and management representation and engagement-related functions in Europe.
The Capability Division coordinates the development of capabilities from capability planning through acceptance and then disposal with management entities, NATO Headquarters staff and the NATO Governance Structure
The Capability Forward Branch (Mons) coordinates with ACO, NCIA, NSPA, NATO HQ, territorial Host Nations, and NATO Centres of Excellence (COEs) to support the development of capabilities.
Strategic Plans and Policy (SPP) supports Allied Command Transformation in formalizing military advice to shape future military strategy, political guidance, and other policy documents supporting NATO’s strategic objectives.

Role Responsibilities
- Support the Project Management Team (PMT) within the HQ SACT Space Branch for the Space capability development during the Project Proposal process as well as the capabilities implementation phase of the future Space Capabilities by coordinating and monitoring full life-cycle of capability development, implementation, and disposal across all elements of DOTMLPFI including the following steps (e.g. requirements, plans, solutions, networking with industry, leadership updates within the Space Branch and direct leadership as required).
- Support and contribute to the activities of the Space Capabilities and Requirements Management Teams. It also includes coordination with HQ SACT CAP and REQ teams within HQ SACT and SHAPE.
- Support the mapping and provision of Space requirements development and management consulting services. This effort may be in link with European NATO entities, engagements with EU, as well as the ACO Space entities and Nations. This will include the mapping activities based on the Space Information Sharing Framework and interdependencies.
- Interact with ACO subject matter experts to collect/coordinate information needed to clarify operational needs underlying rising Operational Requirements Statements.
- Employ analysis techniques to ensure that Space capability requirements are specific, measurable, acceptable, realistic and time-bound (SMART) and consider a range of cost-effective options during their development and formulation. The utilisation or programmatic skills and LL/LIs to create a comprehensive approach throughout all CFCDGM deliverables of the CTR contract and report to Space Branch leadership.
- Support urgent requirements processes including ensuring requirement development for through the life cycle support – Participation in key BiSC meetings on these topics. This will include relationships with requirements specialists across NATO.
- Coordinate with own network on architectures, analysis of alternatives and other supporting processes – link with USA and other national efforts.
- Support the community of interest of CAP like-minded SMEs and propose meetings/discussions as needed. Access to Space tools as ORION, RIGEL and key space documentation is required.
- Support Space Branch key CAP deliverables.
- Report to the HQ SACT Space Branch Leadership for all activities.
- Designing, executing and analysing experiments within the NATO Command
- Structure, or NATO exercises.
- Supporting the development and implementation of the NATO Cognitive Warfare Concept.
- Engaging with the Cognitive Warfare Community of Interest at designated workshops, conferences and other associated forums.
- Supporting the design and integration of cognitive and behavioural effects into NATO wargames and exercises.
- Aid with design and implementation of training related to cognitive vulnerability and cognitive enhancement. (individual and whole force)
- Minimum of 5 years in the last 10 in the field of capability development.
- Demonstrate a working knowledge of 3 years in the last 10 of capability development management tools (e.g. DOORS, MS project and Visio).
- Demonstrate 3 years in the last 10 experience in briefing senior leaders/decision makers.
- Demonstrate 3 years operational knowledge of Space efforts within the last 10 years either as a military officer or as a civilian.
- Working knowledge of Configuration Management methods and practices.
- University bachelor’s degree science or management. 5 years of experience will be accepted in lieu of the degree.
