About the job :
The Human Resources Business Partner is responsible for managing a variety of human resource services, including classification, compensation, employee relations, training and development, leave administration, personnel policy and labor law administration.
A day in the life :
The information provided below encompasses the typical duties and capabilities linked with this classification. Duties may include, but are not limited to the following :
- Collaborate with leadership to develop and implement HR strategies, policies, procedures, and programs aligned with organizational goals and objectives.
- Provide expert advice on HR related matters, including workforce planning, employee engagement, performance management, interpretation of personnel policies and labor laws, disciplinary actions, and succession planning.
- Investigates complaints of employee misconduct, documents the facts and makes recommendations for resolution.
- Evaluate, develop and implement the district’s training program. Identify training needs and other support activities aimed at enhancing individual, team and organization performance. Research and coordinate training programs to meet needs. Conduct employee related and labor law trainings. Prepare and distribute contracts with training providers; prepare and communicate training schedule; maintain electronic training records. Develop and maintain a centralized training resource library.
- Meets with employees regarding leaves; advises on federal and state medical leave requests, leave balances, and physician’s release. Researches and determines eligibility for request.
- Conducts position classification and compensation reviews; prepares new or revised class descriptions; conducts job analysis to establish job-related qualifications; collects and analyzes compensation and benefit data; makes recommendations on findings; research and respond to salary surveys from other agencies.
- Assists and / or develops, and revises district policies, procedures, programs, and human resources functional areas based on legal / regulatory requirements, public- sector / industry / professional best practices, and operational needs.
- Develops reports and composes documentation for Human Resource Director and upon request from department directors.
- Researches and composes correspondence, reviews and analyzes documents and prepares background materials to appropriately respond to inquiries.
- Builds and maintains positive and culturally aware working relationships with colleagues, district employees, and the community.
- Backs-up and supports Human Resources Director.
- Backs-up and supports the Human Resource Specialists; by entering personnel data, conducting recruitment and selection processes, and conducting Benefits and leave administration.
- Acts as a Mandatory Reporter; reports incidents of child abuse / neglect.
- Performs other job-related duties as assigned.

Position Specific Requirement :
This position may require reporting to additional sites throughout the workday, typically achieved in a motor vehicle OR other modes of transportation. If choosing a personal vehicle, possession of, or ability to obtain valid Oregon driver’s license within 30 days with an acceptable driving history as defined by district driving policy. If you do not have a driver’s license or have an unacceptable driving history, it does not disqualify you from this position, only from driving a vehicle for district business.
Supervision Received :
Works under the general supervision of the Human Resources Director. Follows standard processes and procedures without supervision but confirms changes to standard practices and significant decisions in advance.
Supervision Exercised :
Supervision is not normally a responsibility of this classification; however, the position provides direction and guidance to staff. Assigns work to others.
