Summary:

The Payroll Manager will oversee the bi-weekly processing of payroll to verify accuracy, compliance, and associated required reporting. A critical responsibility for this position is the development, implementation, and monitoring of benchmark measurements, reports and reconciliations for all payroll processes. The Payroll Manager will be responsible for the annual projections, billing, and audit for the Worker’s Compensation Plan. This position will interact with elected officials and department heads on a daily basis, in providing information and recommendations concerning his/her payroll.

Essential Duties and Responsibilities: include the following. Other duties may be assigned.

1. Produces bi-weekly and monthly payroll processing including all associated reporting requirements with the various Federal and State agencies.

2. Oversees the timely filing of numerous quarterly and annual reports with the Federal and State agencies.

3. Reconciles and processes bi-weekly 457 Deferred Compensation Plan

4. Responsible for accurately VOID payroll checks in the system and re-issuing when necessary

5. Reconciles year-end payroll and prepares W-2’s

6. Works with County Attorney to respond to all garnishment interrogatories.

7. Processes all garnishments and child support requests

8. Reconciles bi-weekly payments for APERS and verifies accuracy of data. Handles all the inquires the retirement system requires for salary verification, military service etc.

9. Responsible for processing payroll GL Interface and biweekly payroll invoices.

10. Assist Comptroller with personnel budget projections for the current and future years.

11. Responsible for processing monthly billings: APAC, DEA, FBI, SRO and SRO sports.

12. In charge of processing annual special payroll payments – Certificate Pay, Law Enforcement Holiday pay, Stipend payments, Deputy Reserves and any other premium payments required by the State and/or County.

13. Helps to complete the STEP Grants worksheets

14. Helps with the State auditors to provide required reports – annual comp time and vacation accruals reports

15. Processes the annual Worker’s Compensation Plan Audit

16. Works with HR very closely to review/correct any issues that may arise.

17. Develop reconciliation processes and reports to check for payroll accuracy and compliance.

18. Provide excellent customer service support to internal and external customers. Must be able to meet the public in a tactful and diplomatic manner to promote the best image of the County. Establish an effective working relationship with Elected Officials and County personnel.

19. Ensure compliance with applicable government regulations and assist with preparation of special reports, answer miscellaneous government surveys, various correspondence, and other related duties as needed or requested.

20. Makes recommendations for policy revisions to improve the quality of services and processing procedures

WORKING RELATIONSHIPS:

This position will have daily contact with employees. In addition, the Payroll Manager will frequently interact with elected officials and other department heads.

Supervisory Responsibilities:

Indirectly supervises the payroll input process in various departments.

Education and/or Experience:

Bachelor’s degree in Accounting and Finance or related field and three to five years’ experience in human resources, compensation, and/or public accounting management. Five years’ managerial payroll/compensation experience may replace the degree requirement CCP certifications preferred.
