TITLE: Deputy Superintendent of Operations

 

REPORTS TO: Superintendent 

 

SUPERVISES: Administrators, Certificated and Classified Staff 

 

TERM: 261 Days 

 

SALARY: In accordance with Berkeley County Pay Scale according to degree level with years of experience with Deputy Superintendent index (0.6). 

 

FLSA: Exempt Employee 

 

Job Goal 

Under the direction of the Superintendent, the Deputy Superintendent of Operations provides leadership and vision in the ongoing planning, development, implementation, review, and evaluation of the district's operational functions to support student success. This position is responsible for driving operational excellence and efficiency across the district while fostering safe, healthy, and effective learning and working environments. 

 

The Deputy Superintendent of Operations provides executive-level support to the Superintendent, district leadership, and school administration. This role includes leadership, long-range planning, supervision, accountability, and administration of the departments of Human Resources, Technology Services, Transportation, Child Nutrition and Wellness, Safety and Security, Facilities, and Long-Range Planning. 

 

In collaboration with the Deputy Superintendent of Instruction, the Deputy Superintendent of Operations ensures alignment between operational priorities and instructional goals, reinforcing a comprehensive approach to student achievement. The Deputy Superintendent of Operations serves on the Superintendent’s Cabinet and the District Senior Leadership Team, playing a critical role in shaping and executing the district’s vision and strategic initiatives. 

 

KNOWLEDGE, SKILLS and A MINIMUM QUALIFICATIONS, and PREFERED EXPERIENCES 

  • Minimum of five (5) years administrative experience including supervisory and leadership experience with successful Senior/Cabinet/Executive-level experience within a school district, preferred. 
  • A Master’s degree in Educational Leadership, Business Administration, Public Administration, Human Resources or a related field is required. 
  • Prior experiences that demonstrate an ability to work cooperatively and effectively with others, to support the position of the Superintendent, and to work effectively as a member of an educational team to support policies as set forth by the local and state Boards of Education.   
  • Excellent written and oral communication skills necessary for maintaining effective relationships with the school system, vendors and contractors, and the community.   
  • Demonstrate experiences with management and/or knowledge of a school district’s Human Resources, Technology Services, Transportation, Child Nutrition and Wellness, Safety, Facilities and Maintenance’s operations. 
  • Meet provisions as required in West Virginia Code and hold superintendent administrative certification. 
  • Master’s degree required. 

ABILITIES: 

  • Knowledge of Laws and Policies: In-depth knowledge of federal and state employment laws, including West Virginia Code, West Virginia Board of Education policies, and WV Public Employee Grievance Procedures. Ability to perform duties with awareness of their impact on the district and in compliance with all applicable laws, rules, policies, and procedures. 
  • Analytical and Problem-Solving Skills: Ability to read, interpret, and present complex data, including budgets and accountability results, in an understandable manner for school personnel and the public. Strong research and data analysis skills, with the ability to apply findings to decision-making and problem-solving across divisions. 
  • Communication and Interpersonal Skills: Excellent oral and written communication skills, with the ability to effectively compose, present, and respond to questions from employees, stakeholders, and the public. Ability to establish and maintain positive working relationships with employees, staff, vendors, contractors, and the broader school community. Strong conflict resolution and interpersonal skills to foster collaboration and positive staff morale. 
  • Leadership and Team Development: Demonstrated success as a strong and visionary leader with experience building high-quality, highly functional teams that support student success. Ability to work independently with little direction while contributing to problem-solving across disciplines and departments. 
  • Decision-Making and Critical Thinking: Ability to solve practical and complex problems by accurately analyzing situations and adopting effective courses of action. Capacity to interpret, apply, and explain rules, regulations, policies, and procedures clearly. 
  • Operational and Financial Expertise: Broad knowledge of school district operations and the ability to add value across divisions. Experience in budget preparation, management, and strategic financial planning for specialized and complex projects. 
  • Work Environment Adaptability: Ability to work effectively in a detailed, high-pressure environment requiring patience, endurance, and sound judgment. Legal authorization to work in the U.S. and eligibility for a valid driver’s license at the time of hire. 

PERFORMANCE RESPONSIBLITIES: 

General Leadership and Administration 

  • Provide leadership, guidance, coordination, planning, and monitoring for all operational departments, ensuring alignment with district goals and objectives. 
  • Develop and implement vision, mission, goals, and measurable outcomes for internal operational divisions in collaboration with district leadership. 
  • Build capacity within each operational department to ensure effective and efficient services through strong leadership, documentation of systems, and adherence to Board policies, as well as local, state, and federal regulations. 
  • Provide strategic oversight and support in increasing quality improvement across all district operational areas. 
  • Oversee district resource management and ensure operational planning aligns with district strategic initiatives and targets. 
  • Stay informed of current research, best practices, and changes in local, state, and federal policies that impact district operations. 
  • Ensure compliance with all applicable purchasing regulations and oversee division expenditures. 
  • Interpret legislative changes for district impact and policy/procedure updates. 
  • Encourage strong collaboration among operational departments and promote an efficient customer service culture. 
  • Conduct regular meetings with department heads to enhance effectiveness and alignment of district operations. 
  • Serve as the Superintendent’s designee for Freedom of Information Act (FOIA) compliance, ensuring timely and accurate processing of requests. 

Operations, Facilities, and Infrastructure 

  • Supervise the implementation of school bond initiatives; oversee and provide supervisory leadership to construction and preventative maintenance programs to ensure safe, modern learning environments. 
  • Ensure the Comprehensive Educational Facilities Plan (C.E.F.P.) remains up to date and all required documents are submitted to the State Department of Education and School Building Authority (S.B.A.). 
  • Provide oversight of capital planning, enrollment trends, and facilities utilization. 
  • Monitor contractors’ performance, ensuring compliance with district standards and maintaining records. 
  • Recommend policies and establish procedures for maintenance operations, repairs, and procurement of necessary supplies, materials, and equipment. 

Human Resources and Organizational Development 

  • Provide supervisory leadership for workforce planning, recruitment, selection, placement, and professional development of staff. 
  • Promote retention of high-performing personnel and support initiatives that enhance employee engagement. 
  • Administer grievance procedures, contract compliance, and personnel matters in collaboration with the Human Resources Department and legal counsel. 
  • Ensure efficient and accurate personnel records related to hiring, transfers, promotions, and retirements. 
  • Manage student enrollment boundary decisions and district boundary exceptions. 

Strategic Planning, Compliance, and Financial Oversight 

  • Provide direction and oversight for financial planning, budget development, and fiscal management across all operational divisions. 
  • Work collaboratively with the Treasurer to monitor expenditures and align financial planning with district goals. 
  • Advise the Cabinet on the formulation and implementation of all operational policies, procedures, and strategic plans. 
  • Ensure compliance with local, state, and federal laws regarding district operations, including legal, contractual, and regulatory obligations. 
  • Work collaboratively with legal counsel to provide strategic oversight of legal services, including contract reviews, compliance issues, and litigation coordination. 

Community Engagement and Communication 

  • Represent the Superintendent at civic and professional association meetings, fostering partnerships to advance district initiatives. 
  • Interpret and communicate district policies, programs, and initiatives to staff, parents, community members, and stakeholders. 
  • Investigate and resolve complaints from staff and the public, ensuring responsiveness and transparency. 
  • Prepare Board agenda items and provide updates on district operations at Board of Education meetings. 
  • Serve as a liaison with planning committees, zoning boards, and external agencies to advocate for district operational needs. 

Other Duties 

  • Direct and coordinate special projects as assigned by the Superintendent. 
  • Perform other responsibilities aligned with the goals of the position and in support of the District Strategic Plan. 
  • Perform other tasks and assume other responsibilities as the Superintendent may assign or in his/her absence.
