The Berks County Housing Authority (BCHA) is a governmental Public Housing Agency organized under the laws of Pennsylvania and funded by the U.S. Department of Housing and Urban Development (HUD). BCHA is currently under new management with the mission to consistently improve the quality of low-income housing while providing opportunity for residents to reach their full potential for future independence.
Job Summary
We are seeking an experienced and dedicated Human Resources Manager to join our team. The ideal candidate will be responsible for overseeing all aspects of human resources practices and processes. This role requires a strategic thinker who can manage talent acquisition, employee relations, and compliance with labor laws while fostering a positive workplace culture. The Human Resources Manager will play a crucial role in aligning HR initiatives with business objectives and ensuring the effective management of human capital.
Responsibilities
- Develop and implement HR strategies and initiatives.
- Manage the recruitment and selection process, ensuring a smooth onboarding experience for new employees.
- Oversee performance management processes, including talent management and employee development programs.
- Maintain and manage payroll.
- Handle employee relations issues, including conflict resolution and disciplinary actions.
- Administer workers' compensation claims and ensure compliance with relevant regulations.
- Prepare and manage the HR budget with the Controller, ensuring efficient allocation of resources.
- Communicate effectively with employees at all levels to foster a positive work environment.
- Negotiate contracts with external vendors related to HR services as needed.
Qualifications
- Bachelor’s degree in Human Resources Management or a related field.
- Proven experience as an HR Manager or similar role, demonstrating expertise in human resources management practices.
- Excellent interpersonal, communication, and negotiation skills.
- Familiarity with budgeting processes within an HR context.
- Knowledge of labor laws and regulations pertaining to employment practices.
