GENERAL SUMMARY:
Responsible for planning and administering a centralized human resources program for County government.
Develops long and short-range plans to meet changing human resources needs.
Conducts collective bargaining negotiations and associated processes.
Oversees fringe benefit programs to include health, life and short-term disability insurance, dental, and vision reimbursement programs.
Oversees the Liability and Property Insurance program.
DUTIES:
Supervises departmental personnel; hires, disciplines, and evaluates staff.
Oversees the preparation of the personnel and benefits costs for the annual County budget.
Acts as chief negotiator for the County; directs collective bargaining process, conducts research, and prepares collective bargaining proposals.
Receives employee grievances, investigates grievance claims, costs out settlements, and recommends appropriate resolutions. Represents the County at arbitration hearings.
Administers and maintains the County policies and procedures; revises and updates as required.
Oversees the County's compensation program.
Reviews current job descriptions to ensure validity and assists in the creation of new job descriptions.
Acts as the Assistant Pension Plan Administrator; oversees the preparation and distribution of monthly pension checks and associated items.
Oversees all fringe benefit programs to include health and life insurance, short term disability, accidental death and dismemberment, worker's compensation, and dental and vision reimbursement.
Interfaces with MESA and unemployment compensation vendors to ensure a cost-effective unemployment compensation program for the County.
Assists outside counsel in matters pertaining to liability insurance coverage; tracks lawsuits filed.
Oversees the County's risk management program.
Advises, assists and counsels other management personnel and staff in all human resources matters, including state and federal labor laws.
Interfaces with the Personnel and Human Services Committee to ensure a timely exchange of information.
Prepares and distributes the weekly agenda and minutes.

EDUCATION AND EXPERIENCE:
Master's degree in human resources, public administration, labor relations or a related field and a minimum of five years progressively more responsible experience in human resources;
OR
Bachelor's Degree in human resources, public administration, labor relations or a related field and a minimum of seven years progressively more responsible experience in human resources.
SPECIAL REQUIREMENTS:
Must possess and maintain a valid driver’s license with access to a reliable vehicle throughout the course of employment.
Regular, reliable and predictable attendance is required.
