Summary

Under general direction, is responsible for supporting Bexar County Information Technology team to support the mission of the County, ensuring successful delivery of IT services as defined in the duties and responsibilities. This position requires the flexibility to achieve performance excellence in a telework arrangement and the flexibility to deliver services in a telework environment and supervise colleagues in a telework environment.

Duties and Responsibilities


  • Employs a structured change management methodology to facilitate change and promote commitment to adapt to the change. Knows how to tailor this methodology to be culturally appropriate for the enterprise and program.
  • Works with Head of PMO and Demand Manager on OCM process improvements, including the SDLC.
  • Develops and improves templates to be used on projects.
  • In coordination with BCIT and vendor project managers, develops and delivers OCM activities on multiple projects simultaneously.
  • Prepares for change by assessing the magnitude of change and the organization’s change readiness.
  • Identifies pitfalls and potential points of challenge or change aversion. Develops counterstrategies to mitigate or minimize potential issues.
  • Conducts thorough methodological investigations to identify key stakeholders impacted by the change. Determines appropriate timing of that change. Conducts an environment scan to identify potential challenges for stakeholders, such as skills gaps, doubts and uncertainties, to foster a positive acceptance of change. Tailors change management plans (training and orientation) to accommodate the needs of the different stakeholder groups impacted.
  • Creates a communications strategy and plan to ensure all employees are fully aware of impending changes.
  • Works with HR to create mechanisms to de-emphasize old behaviors and encourage new desired ones. This process may involve redesigning jobs and defining new behavioral competencies and performance metrics.
  • Conducts an impact assessment for stakeholders affected by the change items. Regularly reviews the stakeholder community to assess potential change fatigue.
  • Identifies and provides leadership for change agents and change advocates within the stakeholder community by involving trusted informal leaders to create employee understanding and influence successful organizational change.
  • Promotes and provides ongoing coaching and mentoring about change management practices to senior leadership, stakeholder managers and project managers to increase their effectiveness in driving sustainable change.
  • Performs quantitative assessment of change success and change adoption. Solicits feedback from stakeholders to determine the success of change management activities and ensure that behavioral changes align with strategic objectives.
  • Works closely with BCIT and vendor training teams to ensure adequate and effective training delivery on projects.
  • Educates executives and the organization about OCM.
  • Performs other related technology duties and projects as assigned


Minimum Qualifications


  • Graduation from an accredited college or university with a Bachelor Degree in Business, Computer Science or a closely related field, and 7 years’ of Project Management experience in a technology environment; or an equivalent combination of education and experience
  • Must have a Project Management Professional (PMP) certification
  • Must have experience managing IT projects
  • Exceptional written and oral communication skills — essential for interacting with key stakeholders across the project, so as to manage, inform and influence successful project outcomes
  • Experience with and deep knowledge of change management methodologies, approaches and tools
  • Good working knowledge of industry-standard project management methodologies and project life cycles
  • Financial knowledge to ensure that organizational change efforts are aligned with the financial perspective of the desired business benefits
  • Interpersonal skills and the ability to build relationships at all levels within the enterprise
  • Excellent knowledge of information technology industry and an extensive understanding of project management methods and tools
  • Ability to represent the County in a professional and effective manner; ability to interpret and explain policies and procedure; ability to facilitate meetings with little or no oversight and have outstanding follow up; ability to show assertiveness, leadership, problem-solving skills, and team-building; ability to persuade and influence others, drive collaboration, achieve effective solutions, and manage multiple projects simultaneously; ability to effectively communicate complex ideas in a clear and concise manner across functional and technical departments, both verbally and in writing; ability to establish and maintain effective working relationships with co-workers, stakeholders, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • Required to be on call 24 hours
  • May be required to work more than 40 hours during the workweek
  • May be required to work weekends
  • This position may need to satisfy the requirement of completing and passing an assessment during the employment process

Preferred Qualifications:

  • Project Management Office (PMO) experience
  • Excellent presentation development skills
  • Above-average proficiency using Microsoft Project and Excel

Working Environment and Physical Demands:

  • Constantly working in indoor / telework conditions
  • Frequently moves items weighing up to 10-15 pounds
  • Occasionally moves objects weighing up to 15-30 pounds Occasionally move about the office / telework office
  • Frequently communicates with others using approved technological resources; must be able to exchange accurate information through designated systems within a timely manner
  • Constantly operates a computer and other office productivity machinery
  • Positions self to perform essential functions of the job in an office / telework environment Must be able to remain in a stationary position
  • Flexibility to achieve performance excellence in a telework arrangement
  • Maintains County-issued equipment, software, data and supplies
