SUMMARY OF DUTIES
The Director of Employment and Community Services (DECS) oversees the development, implementation, and administration of comprehensive employment and community-based service programs for individuals with disabilities. This role ensures service quality, regulatory compliance, and program efficiency while supervising key personnel and managing operational resources including grant funded programs. The DECS is responsible for program planning, policy development, staff management, and community engagement, aligning all efforts with the agency’s mission, vision, and values.
This role requires a strategic leader who can drive service excellence, foster community relationships, and ensure compliance with industry standards while enhancing opportunities for individuals with disabilities.
ESSENTIAL DUTIES & RESPONSIBILITIES
Planning and Development
- Design and oversee employment and community services based on person-centered planning principles.
- Develop policies, procedures, and guidelines in compliance with OPWDD, ACCES-VR, Social Security Benefits, and DOL regulations.
- Assess resource needs and implement strategies for program growth and sustainability.
- Stay informed on funding sources and participate in inter-agency planning initiatives.
Services Administration
- Ensure services are delivered in accordance with established standards and guidelines.
- Coordinate program operations to meet individual needs, including transportation services.
- Oversee regulatory compliance, quality assurance, and service accuracy.
- In conjunction with Facilities Manager, oversee facility maintenance, ensuring adherence to safety, sanitation, and accessibility standards
- Manage budgets and financial resources in collaboration with the Finance Department.
- Prepare and submit program and fiscal reports to senior leadership and regulatory bodies.
Staff Management & Development
- Recruit, hire, and oversee staff in key leadership and service roles.
- Review, approve, and ensure accuracy of direct reports' timesheets, making necessary corrections and adjustments to ensure compliance with payroll policies and accurate compensation
- Implement staff training programs and professional development initiatives in collaboration with Human Resources.
- Conduct performance evaluations and ensure clear performance expectations are set and maintained.
- Communicate and enforce agency personnel policies and procedures.
- Ensure compliance with service documentation, incident reporting, and quality assurance standards.
- Foster a professional, supportive, and high-performing workplace culture.
Community Relations & Advocacy
- Build and maintain professional relationships with community organizations, referral agencies, and businesses.
- Promote awareness of agency services and encourage community engagement.
- Represent the agency in inter-agency planning groups and advocate for coordinated service development.
Additional Responsibilities

EDUCATION & TRAINING
Preferred: Master’s Degree in Human Services, Social Work, Rehabilitation Counseling, Business Administration or closely-related fields, PLUS seven (7) years experience in program management, employment services, or community-based disability services and five (5) years supervisory responsibility.
