The Compliance/Recertification Specialist works as a “gatekeeper” for Biggs Property Management Portfolio.  The main functions of the Compliance/Recertification Specialist are to ensure that all properties are staying in compliance with all applicable regulatory requirements, and to report any instances of non-compliance to the Compliance Manager for review and correction.

The Compliance/Recertification Specialist is primarily responsible for supporting and assisting the Compliance Manager with overseeing the compliance aspect of Biggs Property Management multifamily housing portfolio of properties- both owned and fee.  The Compliance/Recertification Specialist will work to ensure that all regulatory policies and procedures are followed for all matters of resident applications, move ins and recertifications.


Essential Functions:

 

Give Final Approval on all annual /interim certifications:

·        Review and give income approval on RD, HUD and LIHTC files within 24 hours of receiving file.

·        Follow best practices for reporting noncompliance issues regarding tenant eligibility.

·        Ensuring tenant income, household composition, and other eligibility factors are correctly documented. 

·        Review for continued eligibility for the affordable housing programs.

·        After approval of certification files- review all required certification forms and supporting documents to ensure that           they are completed accurately, signed and dated properly. 

·        Once approved, notify the manager of final approval and allow move ins through Yardi.

·        Maintain completed copies of the certification files upon completion.

 

Gathers and submits all information for all remote Desk Audits:

·        Assist Compliance Manager to ensure that all files are gathered, reviewed, and submitted on time for remote Desk             reviews. 

·        Coordinate with Property Management to get files completed on time.

·        Review files.

·        List of corrections needed.

·        Coordinate with the Compliance Manager to review and submit completed paperwork. 

 

Assist with all compliance reporting:

·        Assist with reviewing and completing tenant events.

·        Coordinate with property managers to get all corrections needed for reporting.

·        Assure that rent complies with program limits based on unit size and make adjustments when necessary.

 

EIV- TRACS reporting:

·        Transmit TRACS

·        Report any late certs that may hold up TRACS submission before TRACS submission date (by 1st of month- report             all possible issues to Director of Operations) 

·        Report any discrepancies with TRACS submission to Director of Operations.

·        Pull all necessary EIV reports, send EIV reports to the property manager.

 

Quarterly reporting:

·        Send updated reports as needed for various 3rd party reporting.

·        Send internal reports to the Compliance Manager as required.

 

Compliance:

·        Assist with implementation of HOTMA and other Regulatory requirement changes across complete portfolio as                   required by Regulatory Agencies. 

·        Attend Trainings as needed to keep up to date with rulings for all regulatory agencies that Biggs Property                             Management partners with.

 

Assist with:

·        Physical file audits- by reviewing files before audit or being present at audit as needed.

·        On site qualifying residents as needed with Lease ups, rehabs, or new acquisition as needed.

·        Assisting, training, providing direction to Property Managers as necessary.

·        Document Retention.
