Job Summary :
Bizzell US has an immediate need for a SFOF Manager to support our client JPL in Pasadena, CA. The project is approx. 3 million SF with more than 200 buildings on campus. The Space Flight Operations Facility (SFOF) Manager must be skilled with Building Management Systems (BMS) and have hands HVAC / Electrical experience. During non-core hours the SFOF Manager will interact with JPL customers when there are SFOF, BMS, and mechanical issues on the JPL site. The JPL facility operates 24 / 7 365 days a year. The SFOF Manager will provide additional SFOF support and be available during the non-core business hours. The SFOF Manager will have complete Maintenance and Operational accountability for B230 and B264, and 10 Stationary Engineers.
Requirements : Responsibilities :
- Provides the 1st level oversight of Bizzell's SFOF support group.
- Supports the team regarding Bizzell’s 24 / 7 / 365 site-wide after-hours trouble call “first responder” requirement.
- Directly supervises 10 SFOF Stationary Engineers spread across three shifts 7 days a week.
- Responsible for onboarding and training curriculums for all existing and new staff.
- Responsible for SFOF local operating procedures, including the annual review and revisions.
- Acts as backup for Bizzell's Electrical Engineering Manager and could be (at times) the primary point for scheduling 16.5 KV distribution coordination, preventative maintenance, and outages.
- Complete responsibility for all electrical and mechanical equipment, outages, and preventive maintenance for B230 and B264.
- Responsible for timely close out of all SFOF NCRs, RCFAs, Near Misses, and CARs.
- Responsible for representing the Bizzell SFOF group at necessary meetings with JPL (Jet Propulsion Lab) personnel.
- Ensures day-to-day preventive maintenance and repairs for the Space Flight Operations Facility (B230 and B264) are timely and meet all JPL contract deliverables.
- Ensures the SFOF Team maintains plant operations logs and performs daily and weekly rounds in bldgs. 230 and 264.
- Supports and ensures that the SFOF BAS / PCC (Power Control Console) Operator initiates Flash Reports for all critical equipment breakdowns and Facility Infrastructure interruptions. Provide field updates to Bizzell Management and JPL key customers when necessary repairs are made or when Facility Infrastructure is restored.
- Ensures the Stationary Engineer (PCC Operators and Rovers) addresses all critical B230 and 264 equipment issues and BAS alarms.
- Coordinate additional staffing / resource requirements through the BAS / PCC Operator on-site (during non-core hours) to handle emergencies beyond the capabilities of on-site staff.
- May also be required to interface directly with other Managers / Supervisors (e.g., Program Manager, Operations Manager, Maintenance Manager, SFOF Manager / Supervisor, and Leads) as required to address emergency situations.
- Recommend operational improvements and communicate system events to the SFOF Supervisor regarding the condition of buildings 230 and 264 during core hours. Work with the MRO group to provide vendor quotes and information on ordering material.
