Position Summary:
The Senior Real Estate Project Manager will play a vital role in the Black Cultural Zone CDC's mission to revitalize and strengthen the Black community through impactful real estate development. This position will spearhead developing and acquiring complex mixed-use and housing projects in Oakland, California, requiring innovative financing structures that leverage tax credits, bonds, conventional financing, and philanthropic investments. The ideal candidate possesses a deep understanding of real estate development principles, a proven track record of success in managing complex projects with intricate financing, and a commitment to equitable development practices that prioritize community engagement and the inclusion of qualified, minority-owned development partners and contractors.
Key Duties and Responsibilities:
Project Development & Management:
- Lead the planning, design, and implementation of complex mixed-use and housing development projects in Oakland, California.
- Oversee all development lifecycle phases, including site selection, feasibility analysis, market research, design and permitting, construction and property management.
- Develop and manage project budgets, timelines, and schedules, ensuring projects are completed on time, within budget, and to the highest quality standards.
- Secure and manage complex financing structures, including tax credits (LIHTC, NMTC), bonds, conventional financing, and philanthropic investments.
- Manage consultants, contractors, and other stakeholders throughout the project lifecycle.
- Prioritize the selection and engagement of qualified development partners and contractors who represent the communities served by the Black Cultural Zone CDC.
Community Engagement & Outreach:
- Actively engage with community members, stakeholders, and elected officials to gather input and build consensus on development projects.
- Conduct community meetings, workshops, and presentations to inform and educate residents about development plans.
- Address community concerns and resolve conflicts effectively.
- Build and maintain strong relationships with community partners and organizations.
Funding & Finance:
- Identify and pursue funding opportunities from public and private sources, including grants, loans, and tax credits.
- Prepare and submit grant applications and loan requests.
- Manage project finances, including tracking expenditures, preparing financial reports, and ensuring compliance with funding agreements.
Policy & Advocacy:
- Advocate for policies that support community development and affordable housing in Oakland, California.
- Stay informed of relevant zoning regulations, building codes, and other regulatory requirements.
- Collaborate with local government agencies and other stakeholders to advance the organization's development goals.
Team Leadership & Mentorship:
- Lead, support, and mentor junior staff on real estate development principles and best practices.
- Foster a collaborative and inclusive work environment.
Other Duties as Assigned:
- Assist with special projects as needed.
- Participate in meetings and trainings as required.
Qualifications
Skills, Knowledge & Abilities:
- Proven ability to manage highly complex projects with intricate financing structures (tax credits, bonds, etc.) and multiple stakeholders.
- In-depth knowledge of real estate development principles, including feasibility analysis, market analysis, design and construction, and property management.
- Strong understanding of financial principles, including budgeting, forecasting, and financial reporting, focusing on complex financing structures.
- Demonstrated experience working in community development, with a strong understanding of community engagement and stakeholder involvement.
- Excellent written and verbal communication skills.
- Strong interpersonal and relationship-building skills.
- Proven ability to lead and motivate teams.
- Understanding of the political landscape in Oakland, California and ability to navigate complex political environments.
- Knowledge of Low-Income Housing Tax Credits (LIHTC) and New Markets Tax Credits (NMTC).
Qualifications:
- Bachelor's degree in Urban Planning, Real Estate Development, Architecture, or a related field. Master's degree preferred.
- Minimum of 7-10 years of professional experience in real estate development, with a strong preference for experience in community development and a proven track record of success in managing complex projects with intricate financing structures (tax credits, bonds, etc.).
- Proven successful project delivery track record, including managing complex projects from inception to completion.
- Experience leading and managing high performing teams
- Experience working with diverse communities and building strong community relationships.
- Experience with public and private funding sources for complex real estate projects, including grant writing and loan applications.
- Proficiency in Microsoft Office Suite and project management software.
- Exceptional communication, organizational, and problem-solving skills.
- Proven ability to thrive in a fast-paced environment.
- Strong proficiency in project management software and remote collaboration tools.

Salary : $85,448 - $131,366
