What are the responsibilities and job description for the Elections Specialist position at BLOUNT COUNTY?
Under the general supervision of the Administrator of Elections and direct supervision of the Chief Deputy, the Elections Specialist is responsible for a variety of administrative functions regarding all aspects of an Election. The Elections Specialist provides services in accordance with State of Tennessee Election Law. The overall focus is efficient customer service, detailed data entry, and effective records maintenance. Additionally responsibilities include, but are not limited to:
ESSENTIAL JOB FUNCTIONS
- Processes Voter Registration (new voters and updates/changes to existing voters);
- Provides registration and election information in person, by mail, via e-mail over the phone in accordance with State law, rules, regulations and accepted procedures;
- Answers and directs incoming calls in a professional and courteous manner;
- Recordkeeping – both physical and digital;
- Processes reports from other County and State offices;
- Assists prospective Candidates by issuing Petitions, auditing returned Petitions, and communicating possible additional qualifying needs;
- Processes requests for absentee ballots;
- Quality control of registration and election records;
- Assists in pre-election and post-election activities;
- Assists in coordinating, assigning, and preparation of Elections Poll Workers;
- Assists in preparation of election polling place supplies;
- Performs special projects and other assigned duties as needed.

- Knowledge of office equipment;
- Skilled in Microsoft Office (Word, Excel, etc.);
- Ability to learn a variety of software applications (database, GIS, election based);
- Ability to organize both physically and cognitively; and
- Thrive in various work environments: in a calm environment with daily routine and repetitive duties; as well as, in a dynamic environment that can require swift adaptation to changing goals, priorities, and needs.
MINIMUM REQUIREMENTS TO PERFORM WORK
- High School Diploma or GED;
- Registered voter in Blount County; and
- Valid driver’s license.
PHYSICAL DEMANDS
While performing the duties of this position, the employee is frequently required to sit, reach and manipulate objects, tools and/or controls. The position requires mobility. Duties may involve moving materials weighing up to 10 pounds on a regular basis. Manual dexterity and coordination are required over 50% of the work period while operating equipment, such as computers, printers, scanners and similar machines. The position requires hearing, mental acuity, speaking, and visual acuity.
WORK ENVIRONMENT
Most work is performed in a well-lighted, modern office setting with centrally controlled heating and air conditioning.
