What are the responsibilities and job description for the Elections Specialist position at COUNTY OF BLOUNT?

Under the general direction of the Administrator of Elections, the Elections Specialist is responsible for registering citizens to vote and maintaining a variety of files and records on voters. The individual handles administrative affairs in the office including: registers voters; answers the telephone and routes calls; works with in-person voters and customers; prepares correspondence; receives and routes mail and handles outgoing mail; assists in filing and scanning financial disclosures for candidates and office holders; assists Deputy with Absentee Ballot requests; and etc. Additional responsibilities include, but are not limited to:

  • Handles requests for absentee ballots (mails out and date stamps received requests) and turns over to Deputy for balloting process;
  • Prepares Candidate Packets for candidates; keeps documents current;
  • Follows TCA Election Laws & Election Commission policies and practices when registering citizens to vote;
  • Processes reports generated from State Reports by Deputy and at their request for assistance; (180, 200, 360, felon, etc.);
  • Provides services for prospective candidates, issues petitions to candidates, and audits completed petitions for authenticity including verification of names and addresses; mails letters to invalid petition signers; notifies candidate of checked petition;
  • Performs a variety of administrative responsibilities at the request of Administrator and Deputy;
  • Assists Administrator in preparing training materials for poll workers, poll worker HR paperwork, and other administrative duties in support of Administrator; and
  • Performs other assigned duties as needed.

It is mandatory for Elections Specialist Temp to:

  • Maintain and implement knowledge of applicable Federal, State, and County laws and regulations relating to the Election Commission;
  • Develop and practice knowledge of precincts, operation of voting machines, and voter registration policies, practices, and requirements;
  • Knowledge of small office equipment, including copy machines and multi-line telephone systems;
  • Skillful and comfortable with Microsoft Word, Excel, GeoSync, Laserfiche; or willingness and ability to learn a variety of software programs, such as Microsoft Word, Excel, GeoSync, Laserfiche, etc)
  • Accurate type 50 words per minute;
  • Excellent telephone skills and manners;
  • Present a courteous and professional demeanor at all times;
  • Propensity to work in a dynamic environment that requires adaptation to changing goals, priorities, and needs;
  • Routinely maintain tactful and professional conversations with others; including, while being confronted with controversial situations;
  • Maintain organized working space, projects, and assignments; and
  • Bolster and sustain a professional demeanor with the public, colleagues, judges, lawyers, and other agencies; including calm, kind, and effective communications.

MINIMUM REQUIREMENTS TO PERFORM WORK

  • Registered voter; and
  • Valid driver’s license.

PHYSICAL DEMANDS

While performing the duties of this position, the employee is frequently required to sit, reach and manipulate objects, tools and/or controls. The position requires mobility. Duties may involve moving materials weighing up to 20 pounds on a regular basis. Manual dexterity and coordination are required over 50% of the work period while operating equipment, such as computer keyboard, mouse, calculator and similar machines. The position requires hearing, mental acuity, speaking, and visual acuity.


WORK ENVIRONMENT

Most work is performed in a well-lighted, modern office setting with centrally controlled heating and air conditioning or outside in conditions which may include heat, cold, rain, or other inclement weather during field work assignments throughout the calendar year.
