What are the responsibilities and job description for the Maintenance Technician I position at Blue Earth County?

Under the direct supervision of the Assistant Public Works Director, this position will assist in delivery of, construction and maintenance of the county’s transportation system, including the county highways, state aid highways, bridges and parks. The Maintenance Technician I will perform semi-skilled manual labor and operate medium and light equipment in the maintenance and repair of County roads, bridges, parks, and other county properties to ensure safe and maintained roads. This position is also responsible for general maintenance of equipment and safeguarding County resources.ESSENTIAL FUNCTIONS:
  1. Proficiently operates a wide variety of equipment in the construction, maintenance and repair of County roads, bridges, and ditches. Effectively removes snow and ice from assigned routes and roadways. Performs instillation, replacement, and repairs on concrete and metal culverts. 
  2. Maintains shop buildings and grounds of the Public Works department. Clears brush, vegetation and trees from rights-of-way to maintain proper road visibility. Operates a variety of equipment to perform this duty. 
  3. Performs safety checks before, during & after the operation of equipment. Completes pre-trip and post trip inspection reports. Performs general and routine maintenance on equipment (e.g., changes oil, replaces fluids, changes cutting edges, etc.) and may assist the mechanic in various repairs or service activities, as directed. 
  4. Sets up and tears down safety barricades, work zones, and Detour routes. Performs flagging duties in accordance with MN Uniform Traffic Control Manuals. 
  5. Follow manufacturer’s recommendations and determines appropriate location for chemicals for weed and/or dust control. 
  6. Reports any hazards, poor road conditions or maintenance to Road Supervisor. 
  7. Stays informed on changing weather conditions and responds to emergencies and/or snow events as required. 
  8. Maintains inventory of parts and supplies and assists the Maintenance Technician III with inventory checking.
  9. Maintains all required logs, timesheets, and recordkeeping requirements required by the department.
  10. Drives in a safe and responsible manner, which also includes maintaining a good driving record. Follow all traffic laws and safety regulations when driving, ensuring responsible road behavior. 
  11. Promotes a diverse, culturally competent, and respectful workplace.
  12. Interacts positively and professionally with internal and external customers. Communicates and interacts effectively and respectfully with employees, supervisors, individuals from other organizations, and customers. Represents the County in a positive, appropriate manner. 
  13. Performs the physical and mental demands of the position.
  14. Attends work during regularly scheduled hours. 

ADDITIONAL FUNCTIONS:
  1. Participates in professional staff development. Participates in training and education opportunities to maintain and improve proficiency. Attends and participates in professional organizations. Associates with agents and departments from other counties and states for collaboration. 
  2. Provides occasional direction and technical guidance to seasonal employees regarding projects, processes and procedures.
  3. Installs erosion control materials.
  4. Performs other related functions as apparent or assigned.
MINIMUM QUALIFICATIONS:
  • High School Diploma/GED

PREFERRED QUALIFICATIONS:
  • Experience in road work.
  • Experience in road construction.
  • Experience operating various types of construction and road equipment.
  • Experience with weed and dust control chemical applications.
  • Fluent in understanding and speaking languages other than English such as: Spanish, Somali, Chinese, Sudanese, or Arabic. 

CONDITIONS OF EMPLOYMENT:
  • Must possess a valid Class A CDL driver's license and be able to drive in the State of Minnesota within six months of hire. 
  • Satisfactory completion of background investigation, physical examination and drug test. 
  • Must be registered, or register, in the FMCSA Drug and Alcohol Clearinghouse and satisfactorily complete the Clearinghouse Query. 
  • Must maintain a primary residence within thirty (30) minutes’ drive to the primary shop driving under normal conditions and posted speed limits within one (1) year of employment. 
  • Must comply with all federal and state laws and organizational and departmental policies and regulations.
  • Must obtain and maintain required certifications to perform the essential functions as required.
  • Must comply with data practices policies and standards relative to not public data.  Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to county policy and the Minnesota Statutes.
Monday through Friday from 7:30 a.m. to 4:00 p.m. Summer Hours: Monday through Thursday 7:00 a.m. to 4:30 p.m. and Friday 7:00 a.m. to 11:00 a.m. Overtime, evening, weekend and holiday hours will be required.

Salary : $50,107 - $70,200
