JOB DESCRIPTION
Your Role

The Quality Improvement team directly supports the mission of Blue Shield of California – to provide healthcare worthy of our friends and family. The Program Manager, Consultant, will report to the Senior Manager of Quality Improvement, Provider and Plan Quality Incentives (PPQI). In this role you will be focused on our Medicare providers, helping them achieve improvements in Quality and Member Experience outcomes through the administration of a robust, annual provider incentive program. You will work with a variety of stakeholders at different levels to operate and improve the program, including clinical teams, senior leadership, and operational peers. You will be positioned on the PPQI team which supports Commercial, Medi-Cal and Medicare preventive care outcomes through provider incentives and other initiatives.

Your Work

In this role, you will:

  • Contribute to and/or lead detailed data analysis
  • Provide overall program leadership, guidance, and manage all aspects of the Medicare Stars Provider Incentive Program, including requirements gathering, business case creation, and improvements
  • Develop resourcing strategies to ensure optimum support for the program and for the day-to-day operational activities
  • Review program budget variance and scope change requests, and participate in the budget-resolution process
  • Lead cross-functional meetings and foster teamwork; drive escalation and resolution of issues, while promoting collaboration and coordination across broad categories of stakeholders
  • Develop and represent a thorough knowledge of Quality Improvement’s suite of provider incentive programs: purpose, methodology, impact
  • Use Quality Improvement and Project Management methodologies, tools and approaches in programs and initiatives
  • Support Clinical Quality Improvement teams through information exchange, training, and collaboration

QUALIFICATIONS
Your Knowledge and Experience

  • Requires a bachelor’s degree or equivalent experience
  • Requires at least 7 years of prior relevant experience
  • Master’s degree preferred
  • Demonstrated experience with data analysis and action planning based on analytic frameworks Medicare / Medicare Stars preferred
  • Demonstrated experience with Quality Improvement / LEAN methodologies preferred
  • Microsoft Office (Excel, PowerPoint) highly experienced skills required

Pay Range:

The pay range for this role is: $ 109120.00 to $ 163680.00 for California.

Please note that this range represents the pay range for this and many other positions at Blue Shield that fall into this pay grade. Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.

  • Hybrid – In a business unit approved office a few times per year to 3 days per week, on average

If the role you’re applying for is deemed an “Essential Role,” the company has determined that the role can only be performed in a Blue Shield office or in the field and would require your to meet the office worker classification.

Physical Requirements:

Office Environment - roles involving part to full time schedule in Office Environment. Due to the current public health emergency in California, Blue Shield employees are almost all working remotely. Based in our physical offices and work from home office/deskwork - Activity level: Sedentary, frequency most of work day.
