Position Summary:
The Senior Procurement Specialist performs and coordinates administrative, technical, and professional work related to ensuring all cost centers are supplied with the necessary materials, equipment, and services. This role involves ensuring compliance with guidelines, policies, and internal controls, training internal users, and managing the daily operations of the procurement services department in the absence of the director. The ideal candidate will be a strategic thinker with strong technical and communication skills, capable of streamlining procurement processes and fostering strong supplier relationships.
What You'll Be Doing: (Responsibilities)
Procurement Administration and Compliance
- Manage business process flow, direct section operations, and facilitate interdepartmental transactions.
- Develop standard procedures for new suppliers and branch plants.
- Generate periodic reports to ensure information completeness.
Procurement Execution and System Management
- Perform encumbrance journal voucher and reconciliation procedures.
- Monitor and manage the online purchase order process and resolve system-related issues.
- Train internal and external users on procurement policies and procedures.
- Develop and maintain management reports for operational planning.
- Prepare and handle solicitations for various procurement methods.
- Prepare and send advertising to news publications regarding RFPs, RFQs, and IFBs.
- Roll over POs at fiscal year end.
Supplier and Interdepartmental Facilitation
- Assist in expediting existing orders and tracking delivery status.
- Cancel inactive orders to reduce invalid encumbrances.
- Interact and manage supplier relationships for effective supply chain management.
- Handle competitive solicitation processes from inception to completion.
- Perform other duties as assigned by the Director of Purchasing.
To Be Successful at This Job, You'll Need To: (Minimum Qualifications)
- Bachelor’s Degree in Business Administration, Accounting, Management, Economics, or a related field.
- Five (5) years’ experience in a supervisory/managerial capacity in a purchasing/accounting/business environment.
- Excellent written and verbal communication and interpersonal skills.
- Excellent basic computer skills with knowledge of Microsoft Office.

- Significant experience with online e-procurement systems.
- Experience in system design and implementation.
- Knowledge of Alio financial software or similar systems.
- Five (5) years’ experience in a large procurement environment of a major corporation or governmental agency.
