We are currently looking for a Manager, Regulatory Affairs – Certificates to work in our Houston, TX location.
POSITION DESCRIPTION:
Responsible for Federal and state regulatory work, including preparation, filing and administration of NGA Section 7 certificates for pipeline construction or abandonment.
Responsibilities
- Obtain FERC certificate authorization for construction/abandonment of facilities under 7c and 7b of the NGA and the Prior Notice regulations.
- Coordinate with cross functional teams to assure data necessary to complete filings is timely and accurate. Advise other departments of their requirements to ensure proper execution of filings.
- Coordinate approval strategies for certain rate elements and tariff modifications associated with certificate projects. Work with other team members to manage workload.
- Coordinate with Environmental Affairs to insure filing of proper implementation plans, execution of training, and environmental compliance on projects.
- Ensure post–certificate compliance is met.
- Coordinate within the legal/regulatory department to provide interpretations of changes in federal regulations or policy shifts to upper management and/or other departments.
- Develop and implement Boardwalk’s Public Outreach Programs for new and ongoing projects, as necessary.
- Develop and maintain relationships with FERC staff to secure goals.
- Coordinate with the Director to develop and implement process improvements at the Boardwalk and individual pipeline levels based on FERC policy initiatives.
- Maintain general working knowledge of other pipeline’s certificate filings.
- Provide training on regulatory matters through written communication and visual presentations for both internal/external customers.
- At least 10 years Regulatory Affairs experience or equivalent work experience
- Exposure to FERC Gas Tariffs
- Professional appearance/demeanor
- Good written and verbal communication skills
- Good organizational skills.
- Microsoft Word and Excel experience.
- Should be flexible, dependable, and detail oriented.
- Can multi-task and work independently with minimal direction.
- Bachelor’s degree or equivalent related experience.
