Subcontracts Administrator

General Function:
The Subcontracts Administrator (SCA) is responsible for applying a working knowledge of Government contracting practices, including the Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS). The SCA will utilize analytical skills to gather information, assess best value, develop acquisition strategies, and document all phases of a negotiated action. This role requires a strong understanding of various contracting, subcontracting, and purchasing methods, as well as relevant government regulations. Effective communication skills are essential for coordinating with teams and suppliers to meet strict quality, delivery, and cost deadlines. The SCA will develop subcontract specifications, work statements, and terms and conditions for procuring specialized materials, equipment, and services. Additional responsibilities include preparing bid packages, conducting bidders’ conferences, analyzing proposals, negotiating subcontract provisions, selecting subcontractors, and administering resulting subcontracts. The SCA will also negotiate and coordinate modifications to subcontracts. Creativity, the ability to self-direct, and adaptability are key for meeting business needs and deadlines. The SCA may also provide work direction and feedback to other department employees.

Typical Duties and Responsibilities:
The following statements describe the general nature and level of work being performed and should not be construed as an exhaustive list of all responsibilities:

  • Assist in negotiating short- and long-term agreements for raw materials, parts, subassemblies, finished goods, MRO materials, equipment, tooling, supplies, and services from suppliers.
  • Participate in day-to-day subcontract administration activities, including market research, supplier sourcing, and basic price/cost analysis.
  • Issue purchase orders and follow up with requesters and end users regarding purchase orders.
  • Assist with supplier metrics and communicate supplier performance feedback.
  • Review statements of work, material specifications, service contracts, and terms and conditions as required.
  • Act as a liaison and point of contact with suppliers for formal communications and deliverables.
  • Coordinate and communicate with all departments on subcontract-related issues.
  • Promote continuous improvement within the procurement organization.
  • Gather information to evaluate suppliers' financial stability, technical capability, process control, capacity, and continuous improvement techniques.
  • Adhere to all Supply Chain policies, procedures, and guidelines, maintaining confidentiality regarding procurement strategies.
  • Maintain close communication with supplier account representatives, customer service personnel, and management to minimize risk due to supplier capacity issues or disruptions.
  • Assist related departments when necessary.
  • Conduct supplier site audits and investigations as required.
  • Work under pressure and meet tight deadlines when necessary, with minimal supervision.

Desired Skills, Knowledge & Abilities:

  • The working environment is 90% indoors and 10% outdoors. The SCA should be able to lift up to 50 lbs unassisted.
  • The role may require working nights, weekends, and holidays.
  • Physical requirements include lifting, climbing, extended sitting or standing, or other physical efforts, as well as visual acuity, hearing, and speaking in English.
  • Proficiency with Microsoft Office applications (Word, Excel, Access, etc.) is required.

Experience & Training:

  • Bachelor’s degree in Business or Finance with 6 years of relevant experience, or a Master’s degree with 4 years of experience. Alternatively, 6 to 8 years of experience in subcontracting can be substituted for a Bachelor’s degree.
  • A working knowledge of FAR and DFARS is essential.
  • Basic software worksheet techniques and good communication and writing skills are required.
  • Preferred experience includes performing material and service sourcing activities (quoting, analyzing, negotiating, reporting) and supplier rationalization activities (adding/removing suppliers and familiarity with Approved Supplier Lists, Bid Lists, and small business requirements).
