Summary This position is located with Bonneville Power Administration (BPA), in Transmission Business Operations (TAB), Chief of Staff (TA), Senior Vice President, Transmission Services (T). A successful candidate in this position will serve as the management and program analyst and subject matter and technical expert to BPA Transmission VPs and senior managers. Responsibilities As a Management and Program Analyst, you will : Provide expert advice, consultation and analysis to Transmission managers on asset management, debt management and cost management issues for Transmissions financial initiatives. Subject matter expert for Transmission financial policies and strategies for current and future issues. Provide strategic leadership on specific Transmission cost management initiatives and sound business practices to control costs. Expertly represent Transmission Services interests and concerns in cross-Transmission organizations. Serve as a management and program analyst and strategic expert for the long-term analysis, financial strategy and planning of Transmission Services organizations. Provide management and program financial analysis, statistical data, information, and studies to assist Transmission Services managers in meeting their strategic business objectives. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as : Experience in applying analytical and evaluative methods and techniques to 1) develop detailed plans, goals, and objectives for the long-range implementation and administration of a financial program; 2) provide expert advice, consultation, and analysis to senior managers on asset management, debt management, or cost management issues. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include : volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands : The work is sedentary, although some slight physical effort may be required in stooping, kneeling, bending, etc. Work Environment : Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel. Time-in-Grade : Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
