The Borough of Franklin Park is seeking an ethical, professional and experienced individual to serve as Borough Manager. Franklin Park Borough is a growing community located northwest of Pittsburgh in the North Hills area of Allegheny County. As one of the most vibrant communities in the Pittsburgh Region, Franklin Park offers its residents an exceptional level of service and has one of the lowest real estate tax rates of the 130 municipalities in Allegheny County. The Borough Manager is appointed by and serves at the discretion of a 6-member Borough Council and a Mayor. The Manager is responsible for overseeing the daily operations of Administration, Finance, Personnel, Golf Course, Parks and Recreation, Public Works, and Zoning and Building. Job Title: Borough Manager
Job Status: Full Time Managerial, FLSA Exempt
Annual Salary: $105,000 -$125,000, depending upon experience
Reports To: Borough Council and Mayor
ESSENTIAL DUTIES AND RESPONSIBLITIES
Ø Prepare both short- and long-range plans that positively impact the Borough’s future.
Ø Prepare and implement the annual budget and capital improvement plan as approved by Council.
Ø Enforce the ordinances and other regulations of the Borough.
Ø Supervise the activities of all departments under his/her charge and delegate responsibility and authority to department directors to perform assigned functions.
Ø Gather, interpret and prepare data for studies, reports and recommendations to Council.
Ø Respond to inquiries from Council and Mayor and Borough residents.
Ø Treat all Borough residents with respect and dignity and attempt to resolve any problem or issue brought to his/her attention to the mutual satisfaction of the residents and the Borough.
Ø Develop and administer Borough personnel policies, procedures and programs, including but not limited to the recruitment, training, promotion and retention of all Borough employees.
Ø When necessary for the good of the Borough, discipline, suspend, or recommend discharge of any employee under his/her direction.
Ø Negotiate and manage union labor agreements.
Ø Prepare and maintain the Borough’s Emergency Operations Plan and serve as the Deputy Emergency Management Coordinator.
Ø Represent the Borough in contact with County, State and Federal agencies/personnel and coordinate all intergovernmental affairs on behalf of the Borough.
Ø Evaluate, coordinate and improve all departmental operations and programs.
Ø Prepare for, attend, and participate in all Council meetings.
Ø Attend meetings of other boards and commissions as necessary.
Ø Help prepare, edit and distribute Borough newsletters and other mailings and correspondence with residents, and oversee the design and ongoing updates to the Borough website and social media accounts.
Ø Carry out any other duty required by the position or as directed by Council.
QUALIFICATIONS, SKILLS AND ABILITIES
Ø The Borough Manager must possess a Bachelor’s Degree from an accredited four-year college or university, plus a minimum of 5 years of progressive management experience.
Ø The Borough Manager must be knowledgeable or able to quickly learn the laws of Pennsylvania that govern the operations of the Borough, particularly the Borough Code, taxes and finance, public sector personnel and labor relations, land development and environmental matters, pension administration, procurement requirements, insurance and risk management, utilities, municipal liability, open meetings/sunshine act/Right-to-Know Law, debt management, and other municipal matters.
Ø The Borough Manager must possess superior communication skills, both oral and written, and present a professional, positive image at all times.
Ø The Borough Manager must possess a high level of independent judgement, decision-making and problem solving.
Ø The Borough Manager must be above reproach and operate at the highest ethical standards.
PHYSICAL DEMANDS AND WORKING CONDITIONS
Ø Standard office hours are 8:00 AM to 4:30 PM, Monday through Friday. Borough Council meetings are held the first and third Wednesday of each month, beginning at 7:00 PM.
Ø Majority of tasks are performed in an office environment that requires sitting for extended periods of time, oral communication with staff, officials, vendors and the general public, lifting/carrying of loads up to 25 pounds, and the ability to operate standard office equipment.
Ø Ability to drive to offsite locations within and outside the Borough.
Ø Ability to walk to traverse Borough-owned properties and residential and commercial properties within the Borough.
Ø Ability to attend evening and weekend meetings as required.
