What are the responsibilities and job description for the ASSISTANT BOROUGH MANAGER position at Borough of Wilkinsburg Library?
POSITION PURPOSE AND OBJECTIVES:
Performs administrative work assisting the Borough Manager in the administration of the municipality; specific initial focus on grant administration across the Borough’s approximately $11 million in awarded or pending grants; Coordinates specific projects, (e.g., Borough’s cross-departmental trash and dumping clean up efforts) as assigned by manager to help organize, liason, and communicate with Manager and project stake holders. May be designated by Manager as project lead responsible for individual projects.
Works with Borough Manager and department heads to support human resources operations and projects. Specific focus on facilitating benefits enrollment and administrative processes. Prepares and processes claims, benefits changes, enrollments, and other benefit filings. Coordinates informational sessions; responds to inquiries for information and provides forms, instructions, and other enrollment materials to employees. Facilitates onboarding process for new employees.
Work is performed under the general supervision and guidance of the Manager.
ESSENTIAL JOB FUNCTIONS:
- Administers active and pending grants in collaboration with Manager and Finance Department
- Coordinates, completes and presents projects, as assigned by Manager
- Administers employee benefits plans
- Updates employee handbook to reflect current personnel practices and procedures.
- Participates in contract grievances and arbitration cases
- Assists departments in developing and conducting employee training and development programs
- Supervises the preparation and maintenance of records pertaining to municipal employment
- Maintains records of paid leave taken, accrued and remaining balance
- Oversees the processing of claims and lawsuits filed against the Borough, including timely submission to the insurance carrier, responds to request for information and monitors payments made toward deductible limits
- Assists in annual insurance renewals
- Assists in administration of boards, authorities, and commissions appointments
- Administers Civil Service process for hiring of police officers.
- Represents the Manager and Mayor and Council at community functions and professional organizations as required
- Assists the Borough Manager in matters of personnel administration
- Attests to documents as required, under guidance of the Borough Manager
- Assists in preparing the departmental budget
- Attends public meetings, as required
- Adheres to all provisions prescribed in the Administrative Code for this position.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED: Able to pass criminal background check and
drug testing. Requires knowledge of the principles and practices of public administration; knowledge of fiscal policies and procedures as they apply to municipal administration; substantial knowledge of purchasing practices and procedures; knowledge of supervisory methods and techniques; skills in public speaking; ability to plan, organize, direct and coordinate administrative policies, rules and procedures to provide overall direction and review of departmental activities and functions; ability to express ideas and concepts of a complex nature clearly and concisely, both orally and in writing; ability to interpret union contracts; ability to establish and maintain a good working relationship with elected officials, personnel, and the general public. This position requires the ability to maintain accurate records through electronic and paper systems; ability to use Microsoft Office, particularly MS Word and Excel, and any current or future computer platform for documentation; ability to operate and have knowledge of computers; skills of verbal and non-verbal conflict resolution. Must possess a valid PA Driver’s License.
WORKING CONDITIONS: Work is performed in a generally comfortable indoor office environment.
PHYSICAL DEMANDS: (SEDENTARY) Prolonged sitting, light lifting of office materials, normal corrected vision and hearing.
MINIMUM QUALIFICATIONS:
Education: Bachelor of Arts degree in public administration or related field from an accredited college or university or equivalent years of experience in municipal government.
Experience: Experience in municipal administration, at a responsible administrative level; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
If at any time the employee is required to operate a vehicle as part of work duties either personnel or Borough vehicle, employee must posses a valid Pa Drivers License.
