The Assessor’s Office is seeking to hire for two (2) Residential Appraiser III positions. These positions are responsible for the development and maintenance of accurate property records descriptive data, and for the support of value for a variety of property types, including vacant land parcels, agricultural properties, apartments, and natural resource properties in Boulder County.
These positions perform a variety of complex technical duties including the collection and analysis of pertinent descriptive real property data and the assignment of values for property classes for assessment purposes in a manner that is independent, impartial, and objective. These positions research, prepare and present valuation explanations or appraisals for hearings, in accordance with office policy and accepted appraisal practice that are presented under their appraisal license. Hearings include CBOE, Board of Assessment Appeals, Binding Arbitration and District court, as assigned.
This is a full-time, benefited position that will work Monday - Thursday from 7:00am - 5:30pm. This position will work at 1325 Pearl Street in Boulder, CO. Under Fair Labor Standards Act (FLSA) guidelines this position is exempt.
Boulder County requires its employees to reside in the state of Colorado as of the first day of work.
Hiring Salary Range: $79,872.00 - $97,428.00 Annually

a high School diploma or equivalent and a minimum, 5 years of appraisal experience or 2 reappraisal cycles; additional related experience may apply.

Stands or walks 90% of the time while in the field. Utilizes full scope of visual capacity to
conduct appraisal processes and operate automated equipment. Constant use of eye, hand, and finger coordination enabling performance of appraisal duties and the operation of relevant equipment. Spends 50% of the time sitting and 50% of the time either standing or walking. Occasionally lifts, carries, pulls or pushes up to 20 lbs. Uses carts, dollies or other equipment to carry an excess of 25 lbs. Occasionally stoops, kneels, balances, reaches, crawls and crouches while performing office or work duties. Verbal and auditory capacity enabling interpersonal communication through automated devices, such as telephones, radios, etc.

Examples of Duties
- Develop reports in support of values for appeal hearings, including CBOE, Board of Assessment Appeals, Binding Arbitration and District court. Independently represent Boulder County at hearings involving property valuation and classification considering pertinent Colorado law, and detailed related appraisal conclusions
- Engage directly with property owners and property representatives on a wide range of topics
- Maintain accurate property records through research, market participant interviews, public outreach, and physical inspections. Monitor and update physical, legal, and financial details of assigned properties, as needed
- Clearly communicate with property owners regarding the statutory requirements for agricultural status and any potential change in property status. Provide recommendations regarding revocation of agricultural status, based on Colorado law and Boulder County Assessor policies
- Develop and maintain ongoing dialogue with individuals and firms engaged in natural resource extraction or consumption in Boulder County. Periodically monitor ongoing natural resource activity and obtain records of resource extraction for valuation purposes
- Determine market values of existing subdivisions that are under development. Direct support staff who physically inspect the properties, review inspection photos and notes, and apply present worth discounting, when necessary, to arrive at a discounted value for incomplete subdivisions
- Confirm details of property sale transactions through data gathering and market participant interviews
- Work cohesively as a member of teams within and outside of the Boulder County Assessor’s Office
- Establish and maintain effective working relationships with Assessor’s Office employees, other Boulder County employees, representatives of other agencies, and members of the community
- Complete valuation assignments and written appraisals with minimum supervision and few or no errors
- Utilize applicable and statutorily required approaches to value and appraisal techniques in the valuation of a wide range of Boulder County properties
- Engage in and complete assigned and optional educational opportunities throughout the year, regardless of their direct relation to existing job duties
- Perform other duties as required by the Boulder County Assessor, leadership team, and supervisors. This position may be reassigned in emergency situations

- Ad Valorem experience preferred
- Understanding of and experience applying the Sales Comparison, Cost, and Income Capitalization approaches to value. Ability to communicate appraisal conclusions clearly and accurately through written and verbal mediums.
- Considerable knowledge of existing assessment laws and regulations as they apply to appraisal techniques and valuations. Ability to translate/apply laws and regulations to property assessment.
- Understanding and ability to utilize the most appropriate units of value (e.g. price per square foot, price per acre, price per dwelling unit, etc.) when appraising different property types.
- Applied understanding of property appraisal procedures, methods, and techniques; considerable knowledge of building design, construction, materials, cost and depreciation, and County land values, uses, and zoning.
- Computer literacy, including Windows-based systems and experience using other software including CoStar, Apex, Microsoft Office suite, and GIS and mapping applications, with particular emphasis on advanced Excel and Word acumen.
- Ability to read and interpret maps, blueprints, and legal descriptions.
- Ability to communicate effectively, both verbally and in writing; ability to establish and maintain effective working relationships with supervisors, property owners, professional representatives, contractors, developers, other employees, and the public.
