JOB SUMMARIES:

Appraiser I:
 Hiring Range $24.06 to $27.07 Hourly

 (PLEASE NOTE: hiring offers will be made within this range).
 Performs mass appraisals and data gathering functions for assessment purposes.  Performs field work as directed by supervisor.  Responds to taxpayer inquiries about property valuations and characteristics; performs review work necessary for the processing of appeals filed by taxpayers regarding property valuation assessments. Prepares and presents cases for individual properties with statistical analysis and market data for County Board and abatement hearings. Assists with the preparation of higher-level appeals and cases in preparation for District Court, Arbitration, or the State Board of Assessment Appeals. Participates in ongoing training and continuing education. Full salary range is $24.06 to $33.08 Hourly (range of position compensation).
 
 Appraiser II:
 Hiring Range $27.48 to $31.38 Hourly

(PLEASE NOTE: hiring offers will be made within this range).
 Performs mass appraisals and data gathering functions for assessment purposes.  Performs field work as directed by supervisor.  Responds to taxpayer inquiries about property valuations and characteristics; performs review work necessary for the processing of appeals filed by taxpayers regarding property valuation assessments.  Prepares and presents cases for individual properties with statistical analysis and market data for County Board and abatement hearings. 
Prepares and presents single property appraisals consistent with USPAP Standards 1 and 2 as needed.  Acts as lead appraiser and expert witness in the preparation and presentation of higher-level appeals and cases for District Court, Arbitration or the Board of Assessment Appeals.  Participates in and may conduct ongoing training and continuing education. Full salary range is $27.48 to $39.19 Hourly (range of position compensation).

Appraiser III:


Hiring Range $32.20 to $36.82 Hourly

(PLEASE NOTE: hiring offers will be made within this range).  

Performs mass appraisals and data gathering functions for assessment purposes on residential properties.   This position involves reappraisal of complex and specialized properties.  Responds to taxpayer inquiries about property valuations. Performs review work necessary for the processing of protests filed by taxpayers regarding property valuation assessments. Prepares and presents cases with data and market analysis for County Board of Equalization and abatement hearings. Prepares and presents single property appraisals consistent with USPAP Standards 1 and 2 as needed.  Acts as lead appraiser and expert witness in the preparation and presentation of higher-level appeals and cases for District Court, Arbitration or the Board of Assessment Appeals.  Participates in and may conduct ongoing training and continuing education. Full salary range is $32.20 to $46.04 Hourly (range of position compensation).

Essential Duties:

Appraiser I

  • Under supervision, performs appraisals using market data, property records, and mass appraisal techniques; interviews property owners to obtain pertinent information; interacts with staff from other sections and departments in order to collect and verify information used to determine property values. 
  • Utilizes building permits, plans, site reviews, and other documentation to discover, list, classify, and value property.
  • Discovers omitted or destroyed property by way of aerial photography and door-to-door re-inventory. 
  • Performs appraisals on residential properties and manufactured housing.
  • May assist with the appraisal of a variety of other property types.
  • Responds to inquiries from taxpayers regarding basic assessment, valuation, property tax classification, and Colorado property tax law. 
  • Confirms sales of property to ensure the accuracy of our mass appraisal model for the biennial countywide reappraisal. 
  • This position involves a mix of office and fieldwork. 
  • With supervision, this position is responsible for setting value and basic audit compliance within assigned geographic areas and assigned property classes.
  • Helps administer changes in property tax laws and procedures.
  • Enters and retrieves information using a computer in order to update records and to research information.
  • Oral and written communications must be clear and effective.
  • Performs other related duties as assigned.


Appraiser II

  • The position may be responsible for the appraisal of complex residential properties such as apartments, manufactured homes, nursing homes, and assisted living properties.
  • May include valuation of agricultural, vacant land, commercial, or other property.
  • This position may involve acting as an expert witness during litigation.
  • May act as the lead appraiser in appeals to the County Board of Equalization, Colorado Board of Assessment Appeals, binding arbitration or District Court.
  • Responsible for setting value and audit compliance within assigned geographic areas.
  • This position involves a mix of office and field work.
  • Interacts with staff from other sections and departments in order to collect and verify information used to determine property values.
  • Responds to specific inquiries regarding assessment, valuation, property tax classification, and Colorado property tax law.
  • Confirms sales of properties to ensure the accuracy of our mass appraisal model for the biennial countywide reappraisal.

Appraiser III

  • This is a lead worker position that includes training others, problem solving, reappraisal decision-making and higher-level litigation.
  • Works with supervisor and chief appraiser to ensure consistency and uniformity of appraisals.
  • Determines value on residential land, buildings, and miscellaneous structures. Responsible for updating assessor database and the computer assisted mass appraisal of assigned properties. Confirms sales of properties to ensure the accuracy of our mass appraisal model for the biennial county-wide reappraisal. Analyzes sale ratios and other statistics. Analyzes market data to determine trends, including market change and obsolescence. 
  • At the direction of supervisor and chief appraiser, responsible for maintaining consistent appraisal techniques among the residential staff. Works on the appraisal of specialty residential properties such as multi-family, mobile home parks, bed and breakfast properties, and nursing and senior living facilities.
  • Performs complex technical and detailed tasks including diverse property types such as possessory interest, mixed use, and other unique properties.
  • The position has significant responsibility to collaborate, provide mentorship and training. Routinely engages in positive communication with others in the office. Provides appraisal opinions and technical expertise to appraise assigned residential properties. Employs the Sales Comparison approach for mass appraisal and individual property appraisal. This position is responsible for documenting appraisal procedures.
  • This position involves high dollar, complex litigation and ensuing discussions with supervisor, chief appraiser, property owners, market participants, and others.
  • Responsible for setting value and audit compliance within assigned property classes. 
  • Enters and retrieves information using a computer in order to update records and to research information.
  • Interacts with staff from other sections and departments in order to collect and verify information used to determine property values. 
  • Responds to specific inquiries regarding assessment, valuation, property tax classification, and Colorado property tax law.
  • Helps administer and explain changes in property tax laws and procedures to residential appraisal staff and market participants.
  • Makes independent decisions and sound judgments about technical tasks, difficult appeals and workflow issues.
  • Utilizes building permits, conditional use permits, plans and other documentation to discover, list, classify and value property.  Conducts site reviews as necessary, and discovers omitted property by way of aerial photography and door-to-door reinventory.
  • Processes tax roll corrections and abatement petitions.
  • Performs other related duties as assigned.  

Education and Experience:

Appraiser I

Any combination of education, training and experience providing the knowledge, skills and abilities required for the job.   Real Estate, Appraisal, or Assessment experience is desired.

Licenses and Certifications:

Initial licensing is not required; an Ad Valorem Appraiser License must be obtained within 2 years of hire.
 

Appraiser II

Appraisal course work, training and continuing education to maintain license requirements and progressively responsible experience.  Any combination of education, training, and appraisal experience providing the required knowledge, skills and abilities.
 

Licenses and Certifications:
 Ad Valorem Appraiser Licensure required.  Higher-level license or certification is desired.


Appraiser III


Associate’s degree or appraisal course work, education or training associated with attaining higher level license or appraiser certification and three (3) years of progressively responsible experience.

Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.

Licenses and Certifications:

Ad Valorem Appraiser Licensure required. Higher-level license or certification is desired.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:

 

This position requires standing, stooping, sitting, bending, twisting, and lifting up to 10 pounds.

 

Work is generally confined to a standard office environment.

 

While performing site reviews on properties, employee may encounter domestic and wild animals or livestock.

 

The employee is frequently exposed to dirt, smoke, fumes, extreme heat and cold for long duration, outside atmospheric conditions, traffic noise, and dust for sustained periods of time.

 

The employee may be exposed to conditions such as fumes, noxious odors, mists, gases, and poor ventilation that affect the respiratory system eyes, or the skin.

 

The employee is frequently exposed to loud noise, high speed and high volume road conditions, construction sites and other traffic hazards.
