Boulder County Human Services Department is seeking to hire a Property Manager. The Property Manager performs complex property management and leasing coordination duties to ensure maximum occupancy, successful residency, and program compliance using a high degree of independent judgment while working under minimal supervision. The Property Manager oversees a portfolio of properties located throughout the County that may include affordable & Low Income Housing Tax Credit properties as well as subsidized properties with Rural Development and Multi-Family assistance. The Property Manager also collaborates with case managers, internal division staff, and safety net community partners to ensure seamless and coordinated wrap-around services for residents, with the goal of creating healthy communities.
This is a full-time, benefited position that will work Monday - Friday 8:00am - 4:30pm with occasional after-hours as needed, due to the nature of the work to lease units or to resolve issues or problems. Flexible work arrangements may be available. This position will work remotely on occasion, with the majority of work is in office out of Lafayette. Under Fair Labor Standards Act (FLSA) guidelines, this position is non-exempt (eligible for overtime).
Boulder County requires its employees to reside in the state of Colorado as of the first day of work.
Hiring Salary Range: $65,688.00 - $80,148.00 Annually

Essential Roles & Responsibilities
- General Property Management
- Ensure each property operates in compliance with applicable federal, state, and local regulations
- Ensure units and residences are maintained and ready for occupancy in an efficient and timely manner
- Conduct annual, move in, and move out inspections
- Report building or site related problems to the Maintenance department
- Compile and provide input on maintenance and capital improvement needs
- Conduct annual & interim recertification in accordance with applicable rules and regulations
- Maintain occupancy rates above 98% in accordance with Boulder County Housing Authority (BCHA) guidelines
- Retain qualified tenants to reduce unit turnover rates
- Market and show rental units to prospective tenants
- Screen potential tenants for eligibility in accordance with applicable governmental rules and regulations
- Obtain lease signatures and rental deposits; follow up with tenants to ensure rent is paid in a timely manner
- Monitor and enforce lease violations; serve and follow up on eviction notices
- Promptly and courteously respond to needs of tenants and resolve issues quickly; conduct regular resident meetings
- Coordinate reasonable accommodations under the Americans with Disabilities Act (ADA)
- Coordinate with case management and other program staff to help tenants remain stably housed, reach self-sufficiency and prevent eviction
- Make appropriate referrals to other programs, public benefits, and resources to help residents maintain stability
- Maintain accurate client records in a variety of data systems, including BCHA’s HMS (Housing Management System)
