Boulder County Housing Department is seeking to hire a Resident Services Program Administrator. Under the supervision of the Supportive Housing Division Manager, the Resident Services Program Administrator is responsible for the oversight of the delivery of resident services programming that serves families, seniors, and those with special needs within Boulder County Housing Authority’s (BCHA) housing portfolio of over 1,000 affordable apartments and 1000 voucher holders. The Resident Services Program Administrator also administers our Family Self Sufficient program as well as Boulder Community Housing Corporation, our 5013C that supports fundraising for resident services programming. The Resident Services Program Administrator is responsible for the supervision of a team of Resident Services Program Assistants providing services to youth, mixed age and older adult households in BCHA’s affordable housing properties. The candidate also is also responsible for three Support Specialists as part of the Family Self Sufficiency program. The candidate will be required to prepare annual evaluations for the team they supervise. Additionally, this role is responsible for the development of collaborative relationships with BCHA property management as well as with outside services, especially in the area of community partner development, to bring robust and relevant programming to BCHA properties. The candidate for this program should have previous experience and understanding of households that are marginalized and face high barriers related to the social determinants of health as well as understand and empathize with differences in people and cultures and is comfortable with diversity. Ideally the candidate is politically knowledgeable about how Boulder County works; knows how to get things done both through formal channels and the informal network; understands the origin and reasoning behind key policies, practices, and procedures; and understands the culture of Boulder County.

This is a full-time, benefited position that will work Monday - Friday 8:00am - 4:30pm, which may vary to accommodate special events. This position will work remote and includes travel between BCHA properties throughout Boulder County. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt

Boulder County requires its employees to reside in the state of Colorado as of the first day of work.

Hiring Salary Range$68,976.00 - $93,500.00 Annually


Tentative Hiring Timeline:

  • Phone Screening: Week of February 3rd

  • First Round Interviews: Week of February 3rd

  • Reference Check: Week of February 10th

New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify).   1. Supervises, coordinates, and directs the activities of the Resident Services Program team
  2. Supervises, coordinates, and directs the activities of the Family Self-Sufficiency (FSS) Program team
  3. Responsible for the annual FSS HUD Grant, submitting FSS HUD year-end report, following HUD guidelines, overseeing the Program Coordinating Committee, and working with HUD personal when needed
  4. Maintain annual programming calendar for all properties and Continuum of Services map for resident services program in its entirety
  5. In collaboration with staff, develop best practice programming in our identified focus areas of Robotics/STEM (youth), 3-G and economic mobility
  6. Co-facilitate effective working relationships between Resident Services and Property Management staff
  7. Oversee production of quarterly/seasonal newsletter focused on timely communication of resource opportunities for BCHA residents and voucher holders. Core newsletter might be adapted to meet property-specific needs
  8. Locate, develop, and maintain networks and partnerships with relevant service providers and community organizations and assist Resident Services programming staff to do the same
  9. Participate in community groups working to improve services for residents and to develop new resources that address unmet needs
  10. Conducts performance appraisals and recommends personnel actions in the areas of hiring, termination, promotion, and discipline
  11. In collaboration with Supportive Housing Division Manager, prepares, recommends, and monitors program budget
  12. In collaboration with Supportive Housing Division Manager, support the operations of the Boulder Community Housing Corporation, a 5013C that seeks grant and foundation funding for SHD-led initiatives
  13. In collaboration with Resident Services Support Specialist Supervisor, develops, implements, and monitors systems of program data collection and accountability to assess quality of services and resident satisfaction with programming
  14. Works closely with other agencies in the service delivery and development of interagency operations
  15. Participates in the Community Housing Resource Panel and makes recommendations for programs and services
  16. Performs related duties, as required
  17. May be reassigned in emergency situations

EDUCATION & EXPERIENCE:

Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of 8 years of combined education and experience  in program development or supportive case management, preferably within affordable and/or subsidized housing, including 1 year in a supervisory capacity.

PREFERRED QUALIFICATIONS: 

  • Bachelor’s degree in Social Services, Public Administration/Management or other related field or 5 years of progressive experience in the field of program development or supportive case management, preferably within affordable and/or subsidized housing

 

KNOWLEDGE, SKILLS, & ABILITIES:

  • Thorough knowledge of the Boulder County housing continuum as well as supportive services available within the county.
  • Working knowledge of HUD program administration with previous experience with Family Self-Sufficiency program preferred.
  • Working knowledge of program management, trauma informed care as it applies to property management, fair housing practices and community partner engagement
  • Familiarity with racial equity issues and some experience applying concepts to previous job duties
  • Ability to operate in ambiguity and demonstrated creativity with programming.
  • Excellent interpersonal skills & the ability to deal with people tactfully & effectively
