Job Description Summary:

Under general supervision, the Parking Enforcement Officer enforces parking regulations outlined in the Boulder Revised Codes. This role requires a thorough understanding of city parking ordinances, daily patrols within city parking districts, and regular interactions with the public to encourage compliance. Officers support the overall goals of the Community Vitality Department, contribute to team operations, and maintain professional relationships across various city departments. The position also includes participating in professional development, performing customer service duties, coordinating work with other departments, and maintaining parking enforcement equipment and technology. This role strives to enhance Boulder's accessibility, safety, and vitality.

Job Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Enforce the parking regulations outlined in the Boulder Revised Codes and the Parking Enforcement Manual. This includes the following: (60%)

    • Maintains a working knowledge of the city’s 52 parking ordinances and understands their application to public and private property.

    • Patrol city parking districts to issue citations to parking violators.

    • Follows up on the chronic offenders' list; boots or impounds vehicles as necessary; may escort offenders to the Traffic Violations Bureau to pay fines.

    • Maintain composure and respond quickly and courteously in confrontational situations. Uses reasoning skills to determine the appropriate action to be taken.

    • Operates body-worn cameras effectively for safety and parking compliance evidence

    • Uses a two-way police radio to request assistance or receive information from dispatch utilizing proper language, codes, terminology, and channels.

    • Testifies in court, providing information related to assignment and enforcement to justify their ticketing, booting, or impounding of vehicles.

  • Assists in the day-to-day operations of the Parking Services Department. (10%) This includes the following:

    • Ensures adherence to policies and procedures.

    • Uses computer programs such as Excel and Word.

    • Monitor office and vehicle inventory, maintain daily operational logs, and record necessary information to gather statistical data.

    • Maintains records of work performed and verifies timesheet accuracy.

    • Coordinates joint projects with other Parking Services employees and works with support staff on parking-related issues.

  • Participates in the professional development of the work group. (5%) This includes the following:

    • Achieves and maintains a consistent knowledge of the Parking Enforcement Officer’s duties.

    • Assists with technological improvements and testing of existing systems.

    • Assists in designing and developing new programs, procedures, and forms.

    • Provides training, both on the street and in the office, for new officers, including the onboarding process.

    • Advises supervisor on new employee training and performance.

    • Provides ongoing training and development for new and existing officers to ensure enforcement and performance standards are met.

  • Performs public relations and customer service duties. (4%) This includes the following:

    • Respond in the field by phone and in writing to city employees or community members regarding complaints or questions

    • Communicates city parking ordinances and enforcement policies and procedures to the public to encourage compliance.

  • Works closely with other city departments and employees in the following capacity: (6%)

    • Assists the Parking Enforcement Supervisor with responses to questions from the public, in person, over the phone, and in writing.

    • Collaborate with the BPD’s Traffic Unit, Boulder Municipal Court, the City’s Transportation Department, Parking Enforcement Vendors, and fellow team members in a multi-departmental approach for efficient and effective Parking Enforcement operations to enforce the City’s Parking Code.

    • Communicates city parking ordinances and enforcement policies and procedures to the public to encourage compliance.

    • Provides accurate information to city staff regarding city parking ordinances.

    • Receives sign requests for replacing broken or missing signs and submits a report to the sign shop.

    • Assists in coordinating work programs with other city departments.

    • Prepares evidence and documentation for use in court, makes court appearances, and testifies as necessary, including being a credible witness.

    • Attends meetings and provides input and suggestions on behalf of the department.

    • Responds to zoning and mapping inquiries. Assists the public and city staff with zoning and right-of-way questions.

    • Works independently or as part of a two-person team on nights, weekends, and holidays to provide ticketing and towing support for special events.

  • Maintains parking enforcement equipment. (2%) This includes the following:

    • Performs routine and preventative maintenance on enforcement equipment such as computers, bikes, and vehicles; schedules and delivers vehicles for regular maintenance; and maintains police radio, cell phone, and body-worn camera.

    • Operates computer terminal, including entering data, making inquiries, receiving and responding to requests, and preparing correspondences.

    • Maintains Parking Services Officer uniforms, including cleaning and repair.

  • Assists with coordination of the Neighborhood Permitting Program. (5%) This includes the following:

    • Perform occupancy counts and data collection for proposed expansion and zones and make recommendations to the Parking Enforcement Supervisor.

  • Other (8%)

    • While performing job duties, takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies, and procedures. Reports all accidents and damage to City property.

    • Responsible for knowing and complying with all city and department policies; participating in professional training and development and adhering to attendance and workplace attire policies.

    • May enforce other municipal ordinances as directed.

    • Perform related duties as required by management to meet the needs of the City, including but not limited to vehicle maintenance, summons preparation and service, and other administrative responsibilities.

MINIMUM QUALIFICATIONS:

  • Ability to work independently, managing unpredictable situations and interruptions.

  • Ability to demonstrate a stable work history.

  • Ability to demonstrate reliable driving abilities.

  • Ability to demonstrate strong verbal and written communication skills with a courteous approach.

  • Ability to drive in all weather conditions.

  • Ability to follow all safety regulations, use required safety equipment and PPE, and take proactive steps to prevent accidents.

  • Ability to handle confidential information with discretion.

  • Ability and availability to work weekends.

  • Knowledge in basic math skills, with the ability to apply formulas and measurements.

  • Knowledge of relevant state laws and municipal ordinances.

  • Knowledge working with computer programs, including Word and Excel.

  • Skills demonstrating in interpersonal communication, problem-solving, and conflict resolution.

  • Skills demonstrating a high attention to detail and observation skills.

  • Valid Driver’s License and ability to maintain an acceptable motor vehicle record.

  • Have and maintain acceptable background information, including criminal conviction history.

PREFERRED QUALIFICATIONS:

  • Ability to communicate fluently in bilingual or multilingual languages.

  • Ability to demonstrate experience in law or code enforcement.

  • Ability to demonstrate public-facing work experience and conflict management skills.

  • Ability to make independent decisions based on established guidelines and protocols.

  • Knowledge and experience with secure, limited-access databases.

  • Knowledge and familiarity with parking enforcement technology.

  • Knowledge of Boulder’s geography.

  • Flagger Certification.

REQURIED EDUCATION AND EXPERIENCE

  • High School diploma or GED.

  • Must qualify as a sworn City of Boulder Code Enforcement Officer.

  • No prior Parking Enforcement experience is required for this role.

WORKING CONDITIONS AND REQUIREMENTS:

  • Physical and Mental Effort: Walking, standing, and patrolling for extended periods are required, along with driving in varying weather conditions and using technology and radio equipment.

  • Work Environment: This position involves working outdoors in all types of weather, including rain, snow, extreme heat, and cold. Shifts may cover weekends, nights, and holidays.

  • Machines and Equipment Used: standard motor vehicle, computers, calculators, body-worn cameras, radios, and telephones.
