The Director of Human Resources provides services and resources for a broad range of activities including: classification, compensation, benefits administration, employee/labor relations, policy and procedure development, training and development, records and systems management, employment, employee relations, and performance management. Work schedule will reflect meeting the requirements under the essential job functions and will be overseen by the Chief Executive Officer. All employees of Boysville, Inc. receive training in the Quality Improvement (QI) activities of the company and are required to actively participate in QI meetings, tasks, projects and/or committees, as needed.
Essential Job Functions:
- Administer and direct a comprehensive human resources program
- Ensure organizational compliance with applicable human resource and/or insurance related statutes and regulations
- Formulate and recommend policies and procedures, including the annual review of 2000 policies and the employee handbook
- Oversee organizational recruitment efforts including recruiting source ROI, time to fill, time to hire, interview templates, and application compliance
- Creation of new and review of existing Job Descriptions for modifications, FLSA compliance, and annual updates
- Conduct annual job analysis, salary surveys, and establish appropriate salary structures within the labor market to determine competitive compensation plan
- Manage and monitor overall benefits programs and procedures, including the retirement benefit program(s), as well as, health and welfare, occupational safety, and workers’ compensation insurance programs
- Oversee and negotiate annual renewal for Health & Welfare, Liability, Property, and Worker’s Compensation Insurance
- Annual review of job descriptions and performance evaluations for distribution to staff
- Actively participate in recruitment to include screening, interviewing, selection, and placement activities for all positions, updating internal and external job advertisements, and extending job offers
- Assist with the creation and modification of job descriptions
- Conduct new employee HR Orientation
- Maintain and keep current human resources records, including but limited to the individual files of current and past employees, employee information updates, and employment verification requests
- Process payroll for the organization on an internet-based platform bi-weekly
- Secure time sheets, certify accuracy, and prepare them within organized time limits
- Updates payroll records by reviewing and approving changes in exemptions, insurance coverage, savings deductions, and job titles, and department/division transfers
- Maintain documents in accordance with federal and state regulations and associated standards, to include the completion of all state and federal forms
- Maintain Organizational Chart and Evacuation Phone Tree and informational on staff for evacuations
- Background Checks: Complete DFPS background requirements for all staff, interns, Board of Directors, Therapeutic Services, and Supervised Independent Living Program
- Schedule and coordinate staff drug testing to include pre-employment and random.
- Administer Boysville, Inc.’s worker’s compensation program to include first injury reports, claims management, work restrictions, return to work coordination, and OSHA compliance.
- Respond to all grievances and /or complaints
- Oversee and manage budget for Human Resources.

- Delegates and oversees work assignments
- Ensures that service delivery is performed according to Boysville’s mission, policies and procedures, and philosophy
- Provides consultation and training, as appropriate
- Identifies unmet training needs
- Conducts performance evaluations
- Addresses interpersonal barriers and strengths in personnel
- Empowers those receiving supervision
- Offers criticism in a constructive manner
- Understands employment and labor laws
Qualifications
- Must have a Bachelor’s Degree with at least 5 years’ experience in a similar position that contained supervisory duties
- Must possess excellent communication, organization, time management and written skills.
- Must be computer literate in windows applications
- Preferred experience in direct care service and administration
- Comprehensive understanding of human resource principles, techniques and procedures as well as strategies to assess and resolve human resource issues
- Significant experience with and/or knowledge of applicable human resource-related statutes and regulations, such as the ADA, ADEA, COBRA, FMLA, FLSA, HIPAA OSHA and Title VII of the Civil Rights Act of 1964
- Proven conflict resolution skills with comprehensive consultative, partnering, facilitating, and influencing/negotiating skills
- Must exhibit behavior that demonstrates cultural diversity and sensitivity (See Corporate Policy #2103)
- Certification in SHRM-SCP or SPHR highly encouraged
Physical/Mental Requirements:
- Ability to read, write and converse in English
- Ability to communicate with staff, residents, families, vendors, support agencies and others.

- Bending, lifting, grasping, fine hand/eye coordination, pushing/pulling, prolonged sitting/standing
