General Definition of Work
Performs specialized GIS and geospatial-related technology functions under the general direction of the Technology Director. Responsible for maintaining GIS implementations throughout the organization including data creation and editing, application development and maintenance, map creation, database creation and maintenance, publishing map services, and end user training and support.
2025 Hiring Range: $28.07 - $31.27 per hour depending on qualifications.
2025 Pay Range: $28.07 - $33.41 per hour.
Knowledge, Skills, And Abilities
This work requires the occasional exertion of up to 50 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires standing, walking and repetitive motions and occasionally requires stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting; work requires close vision, ability to adjust focus, depth perception and color perception; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small part , using of measuring devices, assembly or fabrication of parts within arm's length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires working near moving mechanical parts, exposure to outdoor weather conditions and exposure to the risk of electrical shock; work is generally in a moderately noisy location (e.g. business office, light traffic).
Compensation
Compensation rates are governed by the City's Salary Administration Plan or applicable labor contract. Information regarding the City's pay program is available in the Human Resources Department.
Holidays
The 10 calendar holidays that are observed are as follows: New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans' Day, Thanksgiving Day and Friday following, and Christmas Day. Employees also received one additional "floating" holiday of their choice.
Vacation
Vacation is earned at the rate of 6.67 hours per month (2 weeks per year) for the first 5 years of employment. After the first five years, monthly accrual rate is increased annually per the union contract or Employee Policy Manual. Maximum vacation balance is 240 hours. Vacation is accrued, but generally not available for use, for the first six months of employment.
Sick Leave
Sick leave is earned at a rate of 8 hours per month with a maximum sick balance of 960 hours. Payout of 100% of sick leave balance allowed as severance if immediately eligible to draw PERA pension or due to a written doctor-verified disability.

Health Insurance - Blue Cross Blue Shield Is Our Current Health Insurance Provider. Coverage Is Effective The 1st Of The Month Following The Date Of Hire. We Currently Offer Four High Deductible Health Insurance Plans (HDHP)

- Responsible for geospatial implementations throughout the organization.
- Maintains City-wide geospatial datasets; compiles geographic data from a variety of sources; scans, rectifies, and digitizes data, edits and refines data, and updates databases; performs quality control checks to assure data integrity.
- Develops geospatial applications for use on local networks, online, and in the field (mobile).
- Publishes web services for use within public and internal web applications, mobile data collection, and emergency services data analysis.
- Interprets plat maps, legal descriptions (metes and bounds), surveys, and other official sources to update, conduct research, and apply corrections to spatial data.
- Collects data in the field using a variety of mobile devices including GPS, trains and supports other staff who collect or edit data in the field.
- Compiles geographic data from various sources - scans, rectifies, digitizes, edits, and refines data.
- Creates and maintains library of relevant maps - physical and digital.
- Performs geospatial analysis and modelling, statistical analysis, trend analysis, etc.
- Performs quality control checks to assure data integrity.
- Coordinates with staff and departments to create GIS applications and effectively display information for internal and public engagement.
- Creates and maintains consistent metadata for data sets, applications, and resources.
- Provides ad-hoc and custom maps, including updates, when requested.
- Provide support for GPS hardware and technologies.
- Provides training and support for end users of GIS and geospatial solutions.
- Serves as a backup support role for the Technology Specialist.
- Performs other duties as assigned or when necessary.
Knowledge, Skills, And Abilities
- Advanced knowledge of ESRI ArcGIS software products include ArcMap, ArcPro, ArcGIS Online, ArcGIS Field Maps, etc.
- Experience with python, arcade, or model building scripting.
- Knowledge of geo-processing, cartographic design, and cartographic principles and procedures.
- Knowledge of coordinate systems, projections, and related geographic principles.
- Knowledge of data conversion, translation, and transfer techniques.
- Knowledge of relational database principles and geodatabase design.
- Ability to educate and train staff in the use of various GIS implementations.
- Ability to provide technical support for desktop, web, and mobile GIS applications.
- Ability to interpret construction plans, as-builts, plat maps, legal descriptions, land surveys, etc.
- Strong analytical, organizational, troubleshooting, and problem-solving skills with the ability to work independently and to collaborate as a member of a team.
- Excellent communication and interpersonal skills.
- Associate's degree in GIS, Geography, Computer Science, IT, or a related field.
- One (1) year of experience in a GIS related position, preferably in local government.
- Equivalent combination of education and experience as determined by the Department Head.
- Valid driver's license.
