Description
Under general supervision, monitors department related finances, provides financial management and coordination tasks, including accounts payable, accounts receivable, payroll, financial reporting, and analysis; provides administrative pre / post award financial services; invoice and rental payment processing and drawdowns of activities and projects administered by the Community Development, Housing Authority and Welfare Departments; collaborates with staff to ensure financial regulations and procedures are followed; and provides support to Department leadership.

Essential duties and responsibilities may include, but are not limited to, the following :
- Accounting and Record Keeping including provision of detailed account analysis, journal entries, and record keeping; and reconciliation of accounts in accordance with federal and nonfederal guidelines including but not limited to County's G / L, IDIS, LOCCS and internal financial tracking reports.
- Budgeting and Financial Reporting including use of workday financials to assist in administering payroll costing, effort certifications, cost shares, cost transfers, financial reporting and requisition preparation and processing; creation of annual department budgets; and preparation of various US Department of Housing and Urban Development (HUD) reports (e.g. Cash Transaction, etc.); and monthly quarterly and annual budget financial reports for HUD and external auditor.
- Compliance and Auditing including maintaining and monitoring financial records and contract expenditures to ensure the County meets its annual timeliness schedule; processing and maintaining logs for repayment agreements, and works with auditors for annual single audit process.
- Assists in preparing and submitting reports as required by Commissioner's Court.
- Assists in preparation and review of grant proposal budgets for all department submissions, and providing program data and information to the public, non-profits, community organizations and participating cities.
- Handles confidential information and maintain and secure privacy.
- Attends and participates in meetings, seminars, training workshops and conferences as required.
Qualifications
MINIMUM QUALIFICATIONS :
Education, Experience and Training Guidelines :
Bachelor's degree (B. A.) in Accounting or related experience and / or training; or equivalent combination of education and experience; knowledge of Housing and Urban Development (HUD) rules and regulations preferred; OR an equivalent combination of education, training and experience as determined by Human Resources.

Valid Texas Driver's License.
