The Government Contract Compliance and Data Strategy department is responsible for ensuring the agency’s compliance with government contracts, and overseeing Breaking Ground’s data collection and analytics, and quality assurance efforts. This department plays an integral role in Breaking Ground’s overall mission by ensuring that our work is data informed, high quality, and meets contract and regulatory compliance standards.
Reporting to the Director, Quality Assurance and Improvement, the Quality Assurance Analyst, HMIS works within the Government Contract Compliance and Quality Assurance department and provides support to the Housing and Urban Development (HUD)-funded programs to ensure data collection meets Homeless Management Information System (HMIS) standards.
The Quality Assurance Analyst plays a critical role in ensuring data entry, collection, and monitoring meet the standards set by HMIS for data quality and compliance. The Quality Assurance Analyst implements quality assurance measures, conducts thorough reviews, and collaborates with Program teams to remedy issues that impact adherence to HMIS data standards.
This position requires visiting Breaking Ground buildings and programs throughout New York City as needed.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Develop audit tools reflecting HMIS data standards
Conduct regular reviews and audits of databases to ensure alignment with HMIS data standards
Develop ongoing schedules to monitor and review data quality for key indicators
Provide regular feedback to Programs on findings
Support Program managers with remediation and modifications to improve quality
Prepare reports quarterly and annually for HUD
Update Program managers about changes to HMIS standards
Identify, document, and communicate areas of non-compliance or potential risks related to HMIS data standards
Implement and maintain quality assurance processes and best practices to continually enhance data compliance efforts
Provide guidance and support to teams for resolving HMIS compliance-related issues
Provide training support to program managers related to HMIS standards
Perform other duties as assigned
MINIMUM QUALIFICATIONS:
Bachelor’s degree in public policy, administration, data science, statistics, or similar degree required or equivalent experience
Minimum 2 years of experience in quality assurance/improvement
Proven experience in quality assurance/improvement with record keeping databases, preferably in the context of HMIS or similar data management systems
Experience working in government data compliance preferred
Strong written and verbal communication skills, attention to detail, planning and organizing, quality control, adaptability
Proficiency in utilizing quality assurance audit tools, creating ongoing reviews, and reports
Proficient in MS Office Suite, including Excel functions: index matches and pivot tables. Expected to gain proficiency in government and other databases, Real Page, and software programs and services used by the organization
Ability to travel to Breaking Ground buildings and programs throughout New York City
