Bridgeport Indian Colony Tribal Administrator
Tribal Administrator Overview:
Under the supervision of the Tribal Chairperson and the Tribal Council, the Tribal Administrator oversees daily operations of all Tribal departments and programs, including all contracts and grants administration. The Tribal Administrator ensures compliance with established policies and procedures and tribal, federal, state, and local standards, guidelines, and regulations that govern the Tribe's operations.
Duties and Responsibilities:
- Oversee all Tribal departments and programs in the daily operations. Provides direct supervision of staff leaders, including directors, managers, and coordinators.
- Provides direct oversight and compliance of all contractors.
- Administer grants of the Tribe to ensure results and oversees grants administered by Directors, Grants Managers, or Coordinators with respect to overall program goals and objectives set up within the scope and purpose of the grants.
- Coordinate an administrative review process for all approved grants to ensure managers and directors send all financial and program reports to the Federal and other agencies in a prompt and efficient manner.
- Aid in negotiations of Tribal Council approved contracts, grant agreements and contracts for services or leases.
- Takes Corrective action when finance, contracting, personnel, or other administrative problems are found in coordination with Tribal Chairperson as applicable.
- Works directly with the Tribal Council and committees to provide administrative support, prioritize and conduct the goals and aims of the Tribe based on the constitution and ordinances.
- Provide monthly reports to the Tribal Council on the status of assignments, projects, programs, and activities within the Tribe's operations.
- Provides regular communication with Tribal members on Tribal activities via consistent written communication and individual needs of members.
- Provides oversight and direction into the finance management systems of the Tribe, developing and watching operating budgets. Works closely with the Tribal Council and finance staff.
- Maintained compliance and collaborating with Tribal Committees to update Tribal Constitution, Bylaws, Ordinances, and all administrative policies and procedures.
- Serves as a liaison with outside federal, state, and local agencies on behalf of the Tribal Council
- Research and recommend funding opportunities that will help the Tribe and its members.
- Works with the BCDC Staff and Board to research, review, and recommend strategies for economic development projects.
Knowledge of:
- Principles and practices of employment laws, human resources, grants, property, and contract management.
- Principles and practices of government fund and enterprise accounting, general accounting and auditing, finance operations, budget and audit preparations.
- Tribal government operations and best practice principles in program development and management.
Ability to:
- Collaborate effectively with Tribal Councils, Committees, community members, and outside Federal, State, and local agencies.
- Formalize strategic planning of Tribal operations.
- Collaborate effectively with staff providing direction, leadership, supervision and creating effective teams within Tribal operations.
- Communicate effectively verbally and in writing.
- Work flexible hours and travel out of the area for meetings and training.
- Plan, develop, implement, and evaluate short and long-term goals of the Tribe for economic development, social services, education, training, and business management projects.
- Find funding opportunities and develop proposals for submission for existing and new contracts in a prompt and coordinated manner.
- Oversee the implementation of an automated office system with the ability to work with Microsoft Office Suite programs.
Qualifications:
- A minimum of five years in an administrative capacity and/or combination of education, training, and experience in community development, business management, supervision, and administration equal to five years of successful experience as an administrator or in a position of equal responsibility.
- Demonstrated experience managing tribal government operations, tribal communities, and agencies, is preferred.
- Must show basic knowledge of principles and practices in the following administrative function: Employment Law, Financial operations, Audit preparation, monetary management, Human Resources/Personnel, Property and Contract Management as part of team management responsibilities with Tribal Comptroller.
- Must have experience and capability in planning and directing complex projects, and the ability to develop, present and gain acceptance for long-range program plans and budgets.
- Must be computer literate, be bondable, have excellent analytical, oral, written and organizational skills, and have working knowledge of current Tribal and Federal laws and regulations.
- Must be able to obtain and keep a valid driver's license and be insurable under the Tribal insurance program.
- Must have an awareness and appreciation of American Indian culture.
- Experience working with a tribal entity developing or implementing cultural programs is highly desired. Prefer candidates with sensitivity and knowledge of local Indian communities.
The Tribal Council or hiring committee may consider and waive certain qualifications based on an evaluation of the experience of the individual applicant.
