Responsibilities:
- Oversee the operations of the Early Childhood Assessment Team.
- Participates in the Planning and Placement Team process and facilitates meetings
- Development of procedures for the implementation of Special Education laws and regulations
- Responsible for compliance review process
- Responsible for preparation and implementation of Individualized Educational Programs
- Responsible for Connecticut State Department of Education Data Input for B-3, Consultation Center
- Engage in supervisory and administrative activities to promote the educational development of each special needs student and the professional growth of district/school staff
- Communicates with all stakeholders and agencies including the Department of Children and Families (DCF), Department of Developmental Services, Surrogate Parents, Guardians and private school staff in order to coordinate the PPT process.
- Directs and monitors the Planning and Placement Team process.
- Assists in development of procedures for the implementation of special education laws and regulations.
- Assists in overseeing compliance review process.
- Oversees all Planning and Placement Team meetings for Consultation and Birth to 3 Transitions.
- Recommend and implement the district's policies and procedures for delivery of special services
- Coordinates with the Central Office staff to design and implement a staff development program for educators of Pre-Kindergarten students with special needs, encompassing an annual needs assessment and the arranging of in-service activities.
- Prepares various written documents (e.g. correspondence, reports, analyses, etc.) for the purpose of providing written support and/or conveying information as required
- Represents the district at local, county, and state levels in matters related to special services
- Represents the district within community Early Childhood forums for the purpose of maintaining ongoing community support for educational goals and/or assisting with issues related to school environment
- Participates in administrative meetings and other such meetings, as required or appropriate
- Maintains a high level of ethical behavior and confidentiality when dealing with student, staff, and/or parent information
- Assists in the supervision and evaluation of teachers and other staff members according to contractual agreement.
- All other duties as assigned by the Supervisor of Specialized Instruction who supports Early Childhood and/or the Superintendent.
- Connecticut certification as Intermediate Administrator (092)
- Certifications in Special Education (112, 113, 065, 165)
- Five or more years of successful teaching experience in Early Childhood Education
- Five or more years of successful experience with Special Education
- Five or more years of successful experience with Birth to 3 Transition process and initial evaluation process for students aged 3 years to 5 years
- Knowledge and understanding of Typical Early Learning Development Standards and milestones
- Comprehensive knowledge of state and federal laws, statutes, and regulations pertaining to Special Education and Pupil Personnel Services
- Demonstrated leadership in improving the planning, organization, and delivery of specialized educational services to students, including a record of excellence in planning and implementing student assessment strategies, interventions, and professional development
- Demonstrated knowledge of current trends and research in the areas of specialized services
- Ability to keep and maintain accurate records and to meet deadlines
- Demonstrated ability to work effectively with teachers, administrators, parents, and community groups
- Demonstrated proficiency in the use of technology for communication, reports, and research
