POSITION TITLE: Rapid Rehousing Program Manager
Bridges to Housing Stability, Inc. (“Bridges”) is a 501(c)(3) nonprofit organization based in Howard County, MD. Bridges’ mission is to provide a path to self-sufficiency to prevent and end homelessness through affordable housing solutions and advocacy in Howard County. Its vision is for a community in which family’s working towards self-sufficiency can obtain and maintain housing stability. POSITION SUMMARY:
The Rapid Rehousing (RRH) Program Manager oversees the RRH staff and activities. RRH is a client-centered, housing first, trauma informed, and case-management based program designed to (i) assist clients, based on needs assessments, in locating and securing affordable and sustainable housing, (ii) support clients in attaining the tools necessary to maintain long-term housing stability and achieve self-sufficiency, and (iii) provide clients with general support and coaching. The RRH Program Manager supervises the Coordinated Entry Housing Advocates and provides supportive case management for clients with multiple barriers to housing. Supervision includes training RRH staff and interns ensuring they have the required training modules needed for effective case management with clients. The RRH Program Manager ensures that the RRH program runs effectively, meets its goals, and complies with requirements of the program and the Coordinated Entry System.
DUTIES AND RESPONSIBILITIES:

· Maintain Bridges’ standards of confidentiality and professionalism
· Organize and facilitate RRH team meetings
· Utilize personal phone and vehicle, as applicable, to carry out duties (applicable for reimbursement pursuant to Bridges’ Employee Handbook)
· Represent Bridges and its mission to families, individuals, community organizations, funding sources, congregations, volunteers, etc.
· Understand Bridges’ programs and public profile and be able to communicate these as needed outside the organization.
· Collaborate with other staff and third-party consultants on marketing and fundraising campaigns and strategies (including assisting with social media efforts relating to RRH activities and accomplishments)
· Participate in Bridges’ training and, on occasion, networking and fundraising events and weekend Bridges’ activities
· Other duties as assigned
· Work within Rapid Rehousing (RRH) guidelines and standards for RRH households.
- Cover for RRH Housing Advocates on cases as needed during vacancies or absences
- Assist with housing search and housing plans with complex cases that need additional support
- Keep RRH written standards, handbook policies, and procedures up to date and revised as needed
- Attend weekly Bridges’ Leadership Meetings
- Attend bi-weekly Coordinated Entry System meetings on workgroups and committees
- Represent Bridges for planning of collaborative training events
- Accurately oversee the tracking of all services provided to households in Service Point (part of the County’s Homeless Management Information System) in a timely manner (all services should be in Service Point within 5 working days)
- Assure case files of RRH Housing Advocates are complete, orderly, and in compliance with Bridges’ standards and grant requirements.
· Work with clients and community partners to resolve issues or concerns
· Ensure RRH-related grant reports are submitted accurately and on time
· Develop and maintain a working knowledge of affordable housing and related resources in Howard County and surrounding areas
Staff Supervision:
- Train new and existing staff on the best practices for intensive and supportive case management to homeless households
- Ensure all RRH Housing Advocates have a training plan and receive all required training
- Provide management of personnel issues among RRH staff and keep the Director of Homeless Services informed of such issues
- Provide weekly and/or biweekly RRH Team meetings and Supervision meetings with RRH staff.
- Manage RRH staff time; approve leave; review and sign timesheets
- Conduct RRH staff performance evaluations in compliance with Bridges’ policies and review with the Director of Homeless Services
- Ensure that Bridges’ personnel policies are followed by RRH staff
- Ensure there is adequate office coverage by RRH staff during open hours
QUALIFICATIONS:
· A commitment to Bridges’ vision to increase affordable housing in the County to prevent and end homelessness
· Undergraduate degree either in a human services, social work, or related field. (Note that 5 years of relevant experience may be considered in substitution for education.)
· 2 years of human service experience working with low income, multi-challenged families and/or individuals
· Knowledge of Rapid Rehousing Program (ideal) or have experience in homeless services rehousing those experiencing homelessness.
· Ability to motivate and negotiate with a variety of people
· Staff supervision experience preferred.
· A strong sense of urgency about the importance of preventing and ending homelessness
· Excellent oral and written communication skills
· Proven strategic thinker and problem solver
· Demonstrated resourcefulness
· Proficiency in Microsoft suite
· Familiarity with Howard County Maryland resources is preferred

HOURS: This is a full-time (40 hours a week) exempt position. The position may occasionally require additional hours to fulfill responsibilities. Position will be in office for first 90 days, then hybrid with 2-3 days per week in the office and as needed to cover RRH program staff during absences, vacations or vacancies.
SUPERVISOR: Director of Homeless Services
SALARY: $55,000- $65,000 Commensurate with experience.
