Quality Assurance & Compliance Specialist

Job Summary

The Quality Assurance & Compliance Specialist will be responsible for ensuring that behavioral health services comply with all applicable federal, state, and local regulations, accreditation standards, and internal policies. This role involves auditing the electronic health record (EHR) and operational practices, evaluating the quality of care provided, identifying areas for improvement, and ensuring compliance with legal and ethical standards. The ideal candidate will have a strong understanding of behavioral healthcare regulations and quality assurance processes.

Key Responsibilities

Conduct Audits and Reviews

  • Perform comprehensive audits of documentation throughout all stages of patient chart status to ensure compliance with regulatory requirements, industry standards, and organizational policies.
  • Review patient charts and records for accuracy, completeness, and adherence to the Oregon Administrative Rules, Federal privacy laws (HIPAA & 42 CFR Part 2), and accreditation standards (e.g., Council on Accreditation).
  • Provide actionable recommendations to improve compliance, enhance service quality, and address deficiencies identified during audits.
  • Promote a culture of continuous learning and improvement by reinforcing best practices in compliance and quality performance.

Process Records Transactions Agency-Wide

  • Performs backup coverage for records requests and chart closure processing.
  • Compliance

  • Provides Patient-Centered Primary Care Home Program (PCPCH) reporting documents and attends PCPCH meetings.
  • Internal Measures and Outcomes Tracking System (MOTS) training and support, batching, reporting, and correcting any errors in data to Oregon Health Authority (OHA).
  • Hospitalization Notices Management

  • Manage all incoming hospitalization notices, ensuring they are recorded in patients' EHR and that clinicians or providers are promptly informed.
  • Track and monitor hospitalization notices to ensure proper follow-up and continuity of care for patients.
  • Qualifications

  • Associate's degree relevant to job duties or a combination of relevant education and experience.
  • At least 2 years of relevant work experience in a behavioral field or healthcare setting is preferred.
  • Knowledge of HIPAA and 42 CFR Part 2, with a strong understanding of confidentiality requirements in the release of patient information.
  • Previous experience working in a records management role within a behavioral healthcare organization.
  • Knowledge, Skills and Abilities

  • Excellent attention to detail and organizational skills, with the ability to manage multiple tasks and prioritize effectively.
  • Strong communication skills, with the ability to work collaboratively and provide clear instructions to staff.
  • Experience with EHR systems and documentation management.
  • Ability to handle sensitive information with discretion and professionalism.
  • Must be able to successfully pass criminal background and reference checks.
  • CADC I credential would be a plus.
