Broward County Board of County Commissioners is seeking a qualified candidate for Building Construction Compliance Specialist in the Construction Management Division for Vertical Building Construction observations.
This exciting and challenging Building Construction Compliance Specialist position serves as inspection team leader on a variety of the County’s Vertical Building Construction Projects for the Division. The top candidate will have familiarity with the latest Vertical Building construction methods and technology including concrete, steel, roofing, building envelope, HVAC, plumbing, electrical, fire protection, document control programs, and scheduling programs.
Work involves vertical building construction observations, documentation and associated tasks of the more complex vertical building construction projects. Tasks include periodic site visits to identify and record critical events which may affect the project time and cost. Considerable independence and judgment are exercised in planning and carrying out assignments under the direction of a Supervisor. Work is reviewed through occasional inspections and observations to determine adherence to stated objectives and conformity with accepted engineering principles. This is advanced technical vertical building construction inspection work.
General Description
Monitors and conducts field inspections on significant construction and utility projects to determine adherence to permits and/or approved plans.
Works under general supervision, independently developing work methods and sequences.
Minimum Education and Experience Requirements
Requires four (4) years in engineering field survey and/or inspection work depending on area of assignment or closely related experience including at least six (6) months of lead work/supervisory experience.

Special Certifications and Licenses
Preferences
- Associate's Degree or higher in Architecture, Engineering, Construction or closely related field
- State of Florida License in Architecture, Engineering, Construction or closely related field
- State of Florida certified building, mechanical or structural inspector or plan examiner
- State of Florida License as General Contractor
- OSHA construction safety certification or other Industry Certification
- LEED AP or Green Associate
- At least four (4) years' supervisory and on-site construction superintendent experience
- At least four (4) years' experience working as a Construction Field Superintendent
- At least four (4) years' of experience reviewing construction documents (drawings & specifications)
- At least four (4) years' of experience performing observations and/or monitoring progress of construction projects
- At least four (4) years' of experience reviewing construction Payment Applications
DUTIES AND RESPONSIBILITIES
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Monitors and enforces contracts for compliance by contractors; reviews plans and specs of proposed construction projects, searches for potential conflicts and discusses improvements or corrections with design engineer(s).
Inspects and supervises inspections in the process of construction work done by contractors to ensure compliance with approved plans and specs; directs engineering inspectors engaged in inspecting Public Works projects.
Confers with contractors, engineers and other interested parties; explains and interprets plans and specs; attends progress meetings and reports on construction progress; answers complaints and concerns from residents and citizens about construction and follows through to ensure satisfaction; documents outcome.
Documents daily construction activities, tracks time and materials, personnel and equipment on site, work completed and hours worked; monitors and enforces safety procedures to ensure safe practices and activity; checks materials and reviews shop drawings to ensure compliance with approved materials list.
Holds pre-construction meetings, schedules inspections, testing of piping systems, pump stations, and lift stations; monitors nuclear gauge testing; monitors and enforces roadway restorations, sidewalk, curbing and gutter construction.
Reviews and grades applications for new hires; interviews and recommends personnel for employment; documents unacceptable behavior and makes recommendations for disciplinary actions or dismissal.
Monitors and enforces construction requirements in and around agency operations; authorizes badging for inspection personnel involved in construction in and around agency operations.
Documents and checks payment requests and recommends approval or denial or adjustments.
Directs and performs field survey work; monitors grades, slope and elevations.
Delegates, plans and organizes people and resources for efficiency and success, keeping track of multiple things at once; trains, motivates and guides staff, building team spirit and direction; makes decisions based on facts and interests of the organization.
Performs related work as assigned.
